"Routine transportation" is a series of frauds against truck drivers in recent years. Sichuan has used "Shu Road Smooth" and other network platforms to analyze the models of "routine transportation" and other frauds in detail, and issued a warning of employment risks and a survey report on the actual employment of truck drivers.

Joint rectification of "routine" fraud

"'Routine transportation' is a fraud similar to 'routine loan'." According to the relevant person in charge of the Road Transport Administration of the Department of Transport, its main manifestation is that some illegal logistics companies publish recruitment information on the Internet platform and promise "high salary income" and "stable supply of goods", while drivers who come to apply for jobs are induced to buy cars with high price loans. After the purchase, the truck driver shall sign the affiliation agreement with the logistics company, and also sign the contract with the financial loan company and the automobile sales enterprise. These contracts are complex and full of "routines". In most cases, the vehicle property rights will be transferred to others. When the truck driver realizes that he has been cheated and proposes to return the vehicle and cancel the contract, he needs to bear a high amount of liquidated damages.

"This fraud involves multiple links such as enterprise recruitment, truck sales, financial loans, and truck operations." The person in charge said that contracts will be signed at all links, and there are no obvious violations of laws and regulations in these links alone. It is difficult to find a single department in daily supervision.

Last year, the Department of Transport, the Provincial Higher People's Court, the Provincial People's Procuratorate and other nine departments jointly carried out special rectification of prominent issues concerning the protection of the rights and interests of truck drivers. As of January this year, the relevant departments have manually screened 423 clues related to the "routine" of truck drivers, promoted the resolution of 398 clues, and another 25 clues have entered the judicial process. At the same time, we have dealt with a number of enterprises involved in complaints with great efforts. Among them, 18 enterprises suspected of being evil have been transferred to the political and legal departments for verification, 20 enterprises have been filed for investigation by the public security departments, and 149 enterprises have been dealt with as required. The spread of the fraud has been curbed.

Use big data service industry supervision

Along with the release of "risk warning", there is also the "survey report on the real employment of truck drivers".

The survey report presents the income, employment, individual, family and health of truck drivers. In terms of income, the average annual income of the interviewed truck drivers is 56000 yuan to 86000 yuan; In terms of work intensity, the average daily working hours of the interviewed truck drivers are 9 to 11 hours.

"The reason why victims are 'routine' is that they are attracted by 'high salary' and 'stable supply of goods' because they do not know the real employment situation of the freight industry." The relevant person in charge of the Road Transport Administration of the Department of Transport said, "We hope that drivers can understand the real freight market by publishing real employment conditions, have more accurate judgments and expectations on industry income and employment risks, and rationally invest in the market."

This is not the first time that Sichuan has released a survey report on the employment of road transport. The reporter learned that Sichuan started to build a "digital transport administration" in 2019, and by 2022, it has built a transport administration platform covering the whole industry and all fields, and used the platform big data for decision-making analysis and service industry management. Since 2023, Sichuan has successively released employment reports on driving schools, maintenance enterprises, operating buses, etc., and used multi-source data to conduct a "portrait" analysis for the "two passengers and one danger" enterprises in the province.

"We have established a quantitative evaluation index system and built a big data model from five dimensions and 19 indicators." The head of the Road Transport Administration of the Department of Transport said that through data analysis, the hidden dangers and potential risks of enterprises were clear at a glance, and the regulatory authorities could urge enterprises to check and fill gaps based on big data. In the past more than a year of "portrait" analysis and management, various regulatory indicators of "two passengers and one danger" enterprises have significantly improved. The number of vehicles with overdue annual review has decreased from 512 to 196, the number of vehicles without access to the main defense has decreased from 269 to 6, and the secondary alarm handling rate has increased from 82% to 94%, which is conducive to the transformation of industry regulation from "post management" to "pre prevention and precise governance".
