Upon the decision of the Shanghai Municipal Party Committee, Zhou Huilin was appointed as the head of the Publicity Department of the Shanghai Municipal Party Committee. After the adjustment, the current leading group of Shanghai Municipal Party Committee has 12 members.
Zhou Huilin was born in Penglai, Shandong Province in October 1962. He has worked in the Publicity Department of the CPC Central Committee for 25 years, and has successively served as the chief staff member of the Publishing Bureau of the Publicity Department of the CPC Central Committee, the deputy director and director of the Publishing Research Division of the Publishing Bureau, and the deputy director of the Publishing Bureau. In 2009, he served as the Director of the Anti illegal and Prohibited Publications Department of the General Administration of Press and Publication (the National "Anti pornography and Anti illegal" Work Office). Zhou Huilin worked in the General Administration of Press and Publication and experienced two organizational reforms in the Ministry. In 2013, he served as the director of the Department of Anti illegal and Illegal Publications (the national "anti pornography and anti illegal" work office) of the State Administration of Press, Publication, Radio, Film and Television. In 2015, he served as the director of the Department of Publication Management (Office of Ancient Books Arrangement and Publication Planning) of the State Administration of Press, Publication, Radio, Film and Television. In 2017, he served as Deputy Director of the State Administration of Press, Publication, Radio, Film and Television. After the institutional reform of the National Two Sessions in 2018, he served as the deputy director of the State Administration of Radio and Television and a member of the Party Leadership Group. This new appointment is Zhou Huilin's first time to take a local post.
This year, three provincial Party committee propaganda ministers have been adjusted. In terms of age, two of the current leading group members of the Shanghai Municipal Party Committee are "post-55s", and 10 were born after 1960. Among them, the youngest is Zhuge Yujie, a member of the Standing Committee of the Post 70s, who is 47 years old this year. In terms of gender, 1 female.
