■ The experience of 40 years of reform and opening up tells us that the rule of law is indispensable to the work of reform, development and stability, and the deeper the reform and opening up, the more emphasis should be placed on the rule of law. It is necessary to improve the plan for the construction of the rule of law, improve the quality and efficiency of legislative work, guarantee and serve reform and development, create a harmonious and stable social environment, strengthen the construction of foreign-related rule of law, and create a good rule of law environment for promoting reform, development and stability.

■ The Fourth Plenary Session of the 18th CPC Central Committee studied the major issues of comprehensively promoting the rule of law. The 19th National Congress of the Communist Party of China (CPC) outlined the grand blueprint of basically building a country, a government and a society ruled by law by 2035. We should implement the socialist theory of the rule of law with Chinese characteristics, implement the new concept of development, adapt to the strategic goal of China's development, coordinate with the building of a moderately prosperous society in all respects, deepening reform in all respects, and exercising strict governance over the Party in all respects, firmly push forward the comprehensive rule of law, ensure that the system design is feasible and effective, and give play to the role of the rule of law as a guarantee to consolidate the foundation, stabilize expectations, and benefit the long-term.

Xinhua News Agency, Beijing, February 25 Xi Jinping, General Secretary of the CPC Central Committee, President of the State, Chairman of the Central Military Commission, and Director of the Central Commission for Comprehensive Rule of Law, presided over the second meeting of the Central Commission for Comprehensive Rule of Law on the afternoon of February 25 and delivered an important speech. He stressed that the experience of 40 years of reform and opening up has taught us that the rule of law is indispensable to the success of reform, development and stability. Li Keqiang, Li Zhanshu and Wang Huning, members of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China and deputy directors of the Central Committee for Comprehensive Rule of Law, attended the meeting.

The meeting deliberated and passed the Summary Report of the Central Committee for the Comprehensive Administration of the State by Law in 2018, the Key Points of the Central Committee for the Comprehensive Administration of the State by Law in 2019, the Central Party Law Formulation Plan in 2019, the Legislative Work Plan of the Standing Committee of the National People's Congress in 2019, the Legislative Work Plan of the State Council in 2019 Draft documents such as Opinions on Carrying out Demonstration and Creation Activities for the Construction of a Government under the Rule of Law, Opinions on Comprehensively Promoting the Construction of the Rule of Law in Hainan and Supporting Hainan's Comprehensively Deepening Reform and Opening up, and Provisional Regulations on Major Administrative Decision Making Procedures (Draft).

The meeting pointed out that since the establishment of the Central Committee for the Comprehensive Administration of the State by Law, it has adhered to the centralized and unified leadership of the Party over the comprehensive administration of the state by law and actively promoted the key work of the comprehensive administration of the state by law. All departments in all regions and all coordination groups and member units of the Committee fulfill their responsibilities, actively act, and promote the implementation of the Committee's decision-making and deployment. The annual work tasks determined by the Committee have been basically completed. Constitutional learning, publicity and education have been well targeted and effective. A number of important laws and regulations related to high-quality development, protection and improvement of people's livelihood have been introduced in succession. The construction of a rule of law government has been solidly promoted. The reform of the judicial system has taken rapid and steady steps. The construction of a rule of law society has been comprehensively deepened, and new steps have been taken to comprehensively govern the country according to law.

The meeting stressed that the plan for building the rule of law concerns the overall situation of comprehensively governing the country according to law. The meeting pointed out that development and legislation should be of high quality. We should actively promote legislation in key areas, deepen scientific, democratic and legal legislation, improve the quality and efficiency of legislation, constantly improve the socialist legal system with Chinese characteristics with the Constitution as the core, and promote the formation of a relatively complete system of intra party laws and regulations.

The meeting stressed the need to ensure and promote sustainable and healthy economic development with high-quality legislation. To meet the needs of building a new system of open economy in the new era, we should formulate a unified basic law on foreign investment. We should make arrangements as early as possible for the relevant legislative authorization work in the areas where reform and opening up are first and foremost tried. Legislative projects in intellectual property protection, biosafety, land system reform, ecological civilization construction and other aspects should be considered as a whole, and both legislative reform and abolishment and release should be carried out.

The meeting pointed out that to promote the comprehensive rule of law, we should adhere to the integrated construction of a rule of law country, a rule of law government, and a rule of law society. The construction of a rule of law government is a key task, which plays an exemplary and leading role in the construction of a rule of law country and a rule of law society. We should strengthen the construction of a government ruled by law, strengthen the guidance of demonstration activities, eliminate formalism, and strive for practical results.

The meeting pointed out that standardizing major administrative decision-making procedures is an urgent need to run the country according to law. We should put the leadership of the Party throughout the whole process and all aspects of major administrative decision-making, implement the legal procedures for decision-making, enhance the effectiveness of public participation, improve the quality of expert argumentation, adhere to the review of legitimacy, and prevent and control decision-making risks. We should adhere to the people as the center, proceed from reality, and do our best to safeguard major public interests and legitimate rights and interests of the people with standardized procedures and scientific decisions, promote social fairness and justice, and constantly enhance the people's sense of gain, happiness, and security.

The meeting stressed that the rule of law is the best business environment. We should implement equal protection in all aspects of legislation, law enforcement, justice, and law-abiding, and equally protect the property rights and legitimate rights and interests of various market entities in accordance with the law. We should use governance to regulate the boundaries between the government and the market, respect the laws of the market economy, and adjust the interests of various market entities within the framework of the rule of law through market-oriented means. We should focus on improving the institutional environment, improving the legal system and standard system, strengthening the construction of social credit system, and strengthening law popularization. For major safety problems in food, medicine and other fields, we need to take radical measures, use severe punishment to those who violate the law, and use it to maintain people's life safety and health. We should accelerate the construction of the legal system for the extraterritorial application of China's laws, strengthen the training of foreign-related legal professionals, actively develop foreign-related legal services, strengthen corporate compliance awareness, and ensure and serve high-level opening up.

The meeting stressed that all regions and departments should combine their work responsibilities with reality and implement the decision and deployment of the CPC Central Committee on comprehensively governing the country according to law. The coordination group of the Central Commission for Governance by Law should play a good role in promoting the implementation of the rule of law in this field. The Office of the Central Committee for Governing the State by Law should earnestly perform its duties and strengthen the coordination, supervision, inspection and promotion of its work tasks. The supervision and inspection shall be carried out in a correct way to highlight the effectiveness of the work.

Members of the Central Committee for the Comprehensive Administration of the State by Law attended the meeting, and heads of relevant departments of the central and state organs attended the meeting as nonvoting delegates.
