Zanhuang County, Shijiazhuang City, Hebei Province, is located in the southwest of Hebei Province, at the east foot of the middle section of Taihang Mountains. It is a traditional mountain county, with a total area of 1210 square kilometers, 212 administrative villages, and some villages need at least one hour to reach the county seat. The appeal of people offline is far away, long, and costly. In order to further follow the online mass line, Zanhuang County innovated the grass-roots governance mode, built the first county-level online mass work platform "Zanhuang Home", realized "one-stop" public opinion collection, "one platform" problem solving, and "online Maple Bridge" practice path exploration was more in-depth.

In order to solve the problem of "multiple complaints" and "repeated reflection" of mass appeals in the past, Zanhuang County has integrated the existing government mailbox, 12345 government service hotline, Ping An Shijiazhuang APP and other online appeal channels, established an online mass work center, built an online mass work platform, and built an overall linkage, departmental coordination The online and offline integrated mass appeal network handling system for one-stop handling implements unified acceptance, unified assignment and unified response. Classified statistics, analysis, research and judgment shall be carried out on the problems fed back by the masses to form weekly lists, monthly circulars, and special reports on people's conditions, so as to timely warn the tendency problems, concentrate on handling common problems, and specifically solve individual problems.

In order to solve the time-consuming and laborious problem of people's offline complaints, Zanhuang County developed "People's Network · Zanhuang Home" APP and WeChat applet Set up "message board", "opinion collection" and other sections, increase the functions of question collection, handling evaluation and so on, so that people can accurately reach the questions through "finger tips". In addition, we innovatively added a live broadcast section of "Direct Train between Cadres and Masses". County level party and government leaders take turns to work on Tuesdays and Thursdays every night. Even in the most remote mountainous areas, people can find leaders and cadres to communicate with each other face to face and reflect on problems without leaving home as long as their mobile phones are up. At present, more than 50 direct train activities have been carried out, and more than 200 person times of communication have been made between the county leaders and the masses.

In order to further improve the efficiency of work, Zanhuang County has integrated the work force of the county party committee office, the government office, the political and legal committee, the propaganda department, etc., increased the specialized staffing, and implemented unified and centralized office. Establish a joint meeting system, conduct joint consultation, analysis, research and judgment on complex issues involving a wide range of areas, and define the leading department to handle and implement them in a timely manner. Establish a closed-loop management system, implement the first responsibility system of "specially assigned column", transfer messages to each unit for centralized management, and form a closed-loop system of "transfer, response, feedback, and transfer". Establish a time limited settlement system to distinguish time limited, urgent and general appeals for netizens' messages, and limit the settlement time limit of 1, 3 and 7 working days respectively. Establish an assessment and notification system, notify the settlement of the masses' demands quarterly, praise the units with outstanding achievements, supervise and interview the units with backward rankings, and create a strong atmosphere for faster, more practical and better solving the masses' demands.

Since June 2022, the online mass work platform has handled more than 20000 mass appeals, with a completion rate of 98.5% and a satisfaction rate of 98%.
