General Secretary Xi Jinping pointed out at the symposium on promoting the comprehensive revitalization of the Northeast in the new era: "strengthen the development and utilization of human resources, increase policy support for talent revitalization, create more platforms for entrepreneurship and innovation, and support the Northeast to retain and introduce talents." This pointed out the direction of progress and provided fundamental guidance for talent revitalization in the Northeast region.

In order to enable talents to devote themselves to entrepreneurship, we have thoroughly implemented the "rejuvenation plan for Liaoning talents", improved the working mechanism of "introducing, cultivating, using and retaining talents", comprehensively implemented preferential policies for talents such as individual income tax subsidies, housing, children's enrollment, medical services, etc., and implemented the "One Network Access" and "instant application and enjoyment" to continuously improve and refine the service guarantee for talents.
