The meeting on the special working mechanism of rectifying formalism at the central level to reduce the burden at the grass-roots level emphasized that efforts should be made to rectify "formalism at the fingertips", continue to promote the rectification of typical problems, and break the data barrier. At the end of last year, the Central Internet Information Commission issued Several Opinions on the Prevention and Control of "Fingertip Formalism", requiring to strengthen the standardized management of government mobile Internet applications, government public accounts and work groups. Focusing on the problems of "forced promotion and download in use, excessive marking, multiple reporting", "abuse of ranking and forced assessment in the use of results", "excessive and excessive use in the construction of government applications, and low frequency of use of some applications", our reporter visited many places to present the progress of grassroots deepening the correction of "finger tip formalism".

In daily work, he often needs to reply to the news of various work groups, and about half of the work groups need to upload various materials and photos. In view of the problem of too many working groups, many places have taken remedial measures. Huzhu Tu Autonomous County of Qinghai Province thoroughly investigated the WeChat groups and QQ groups of all units in the county, mastered the name, content, number of users, functional orientation, scope of application and frequency, listed the list items, and studied and judged the WeChat groups and QQ groups sorted out one by one, focusing on whether there are problems such as multiple repeat, forced use, abuse of rankings, excessive traces, etc.

Having worked at the grass-roots level for nearly 20 years, Huang Mingfeng, Secretary of the General Party Branch and Director of the Village Committee of Zhangzhenqiao Village, Luoshe Town, Huishan District, Wuxi City, Jiangsu Province, said frankly that there were many WeChat work groups and small programs in the past, and one work group was built for each work. In recent years, Wuxi has continued to promote the standardization of government applications and WeChat groups. It has cleaned up 8 government applications, 8 new media public accounts, 44 WeChat applets and 749 network working groups for villages, communities or extended to village level organizations. Huishan District comprehensively combs out the "multi group" and low frequency working groups according to the actual work, and renovates the redundant WeChat groups identified.

With the deepening of the rectification work, Wuxi grassroots cadres spend less time on "staring at the masses" and "climbing buildings", and release more energy to improve the style of work and work hard for the people. Huang Mingfeng had more time to go to the fields to communicate with the masses face to face and solve practical difficulties.

Luo Jing, director of Jiangdi Street Public Service Office, Hanyang District, Wuhan, Hubei Province, also felt the burden was reduced. "In the past, there were more than 30 work groups in the mobile phone, and they were often pulled into some temporary work groups. Some places have taken corresponding measures to solve the problems of multiple reporting and repeated use. Cancellation of "zombie account", application of rectification procedures, merger of repeated group chat... Qinghai carried out investigation and rectification of outstanding problems in the province's new government media, and investigated the situation that the government account has been stopped but has not been cancelled; The government applications, websites, public accounts, small programs and various work groups that do not meet the requirements will be comprehensively cleaned up, so that the mobile phones of grassroots cadres will be "lighter" and the burden will be reduced.

"Previously, we often used the online law enforcement service platform in our work. In Ten Measures on Promoting Policy Implementation, Reducing the Burden of Grass roots and Improving Work Efficiency, Qinghai proposed that it should adhere to the principle of starting from the source and starting from the provincial authorities. It should not simply take account records, work notes, etc. as the criteria for whether the work is implemented or not, and it should not use WeChat work groups and government affairs applications to upload screenshots of work scenes or record videos to replace the evaluation of actual work. From the perspective of assessment, the "finger marks" at the grass-roots level shall be rectified.

The General Office of Wuhan Municipal Party Committee, the General Office of Wuhan Municipal People's Government, the Municipal Commission for Discipline Inspection and the Supervisory Commission of Wuhan Municipal Commission of Discipline Inspection and other departments organized special work classes to organize relevant units throughout the city to study and judge the original more than 600 mobile Internet applications one by one, clear up the categories of long-term idleness, low frequency of use, function substitutability, disconnection from business, and integrate and retain a batch of office, management, and learning applications; At the same time, we strengthened the standardized management of the network work group. Since 2023, there have been five clues to the verification and disposal of problems, guiding and prompting relevant units to further optimize the methods and prevent "finger tip formalism".

Break through data barriers, integrate system terminals, and reduce the burden of grassroots cadres switching back and forth between government applications

There are thirty or forty web sites in the computer web page favorites, and the account passwords are recorded in different notebooks. Every time people come to work, they have to switch between several different web sites and mobile applications...
