In Qingjiangpu District, Huai'an City, Jiangsu Province, a north-south Xi'an Road viaduct has become the natural boundary between urban fireworks and urban industry, and is also a portrayal of the old urban area living and working in peace and contentment.

To the west of the elevated road is the Xi'an Road Park of Qingjiang Pujing Development Zone, where a number of industrial projects, such as Zhengda Qingjiang and Tianpeng Lithium Energy, fit in with the industrial positioning of the urban area. The new factory buildings complement the garden like factory buildings, becoming an important position for the old urban area to seek high-quality development.

What kind of industry does the old city match? In the opinion of Zhang Chunlong, director of the Social Policy Institute of the Jiangsu Academy of Social Sciences and executive vice president of the Jiangsu Regional Modernization Research Institute, more and more urban industries with high added value and environmental friendliness, more environmental protection and low consumption, and relying on information flow, talent flow, capital flow and technology flow are being valued by more and more urban areas.

Zhengda Qingjiang, a pharmaceutical enterprise, was officially put into production last November in its new factory located in Xi'an Road Park, Qingjiang Pudong Economic Development Zone. Now, it can produce more than 2.2 million glucosamine hydrochloride tablets a day. "This is our main product, and the single product sales this year are expected to exceed 600 million yuan," said Yin Ping, director of the first pharmaceutical workshop of the company.

"Zhengda Qingjiang New Plant covers an area of 180.3 mu, and its industry does not involve chemical industry, so it is an 'ideal' industry in the old city." Cao Changzhao, deputy director of the Bureau of Industry and Information Technology of Qingjiangpu District, said that for the old city that supplies land "with a tape measure", they should also hold a "magnifying glass" in the face of high-quality projects. What they see is the quality of leading enterprises and the potential to drive industrial agglomeration.

High quality projects with large investment volume, high technology content and broad market prospects are the highlights of attracting investment in Jiangpu District in recent years.

Three years ago, Tianpeng Lithium Energy Project with a total investment of 5 billion yuan was settled in Xi'an Road Park. "The lead-acid battery containing lead and cadmium has left many people with the impression that the battery industry is not environmentally friendly. According to the third-party environmental assessment report, the Tianpeng Lithium Energy Automobile Intelligent Terminal Production Project has little impact on the surrounding environment, and has fully considered environmental protection measures, so it is an environmentally friendly enterprise." The relevant project leader said.

The old city is short of land resources, and the development of industries is also faced with the problem of inefficient land use.

Qi Xiaoyan, Deputy General Manager of Qingjiang Puchang Industrial Development Group and Chairman of the New Area Company, said that the Xi'an Road Park of Qingjiang Puchang Economic Development Zone belongs to the old industrial zone. The original factories are scattered and small in scale, which makes it difficult to reuse them. To attract large and good projects, it is necessary to transform them into large-scale standardized plants. In 2021, Qingjiangpu District took the lead in Huai'an City in launching the disposal and revitalization of inefficient idle land, thus starting a gradual repair and renewal process.

"For more than three years, we have explored the formulation of working rules and implementation rules, solved the problems such as the difficulty in defining the standard of inefficient idle land, the difficulty in unifying the disposal method, and the difficulty in getting through the certification channels for undocumented assets. We have adopted the means of" finance+marketization "to solve the capital problem, raised the development of scattered plots to the level of overall planning, broke the original land ownership boundary, and formed contiguous land use, industrial The utilization rate of land increased by 12.43%. " Qi Xiaoyan took Guoxing Science and Technology Park and Pu'ao Industrial Park as an example. After transformation and upgrading, they have introduced 600 million yuan projects. The "scar" has become the "window" of development and the "growth point" of economy in the future.

In 2023, Qingjiangpu District was rated as a model area for conservation and intensive use of natural resources in Jiangsu Province. The data shows that up to now, 57 idle inefficient lands have been disposed in the Qingjiang Pudong Economic Development Zone, and about 2700 mu of land has been collected and stored (including 1606 mu of land for revitalization), accounting for 27.7% of the total industrial land area of the development zone; In 2023, among the 21 billion yuan industrial projects to be started locally, 20 projects will use land in stock.
