Ten companies in Jiawang District, Xuzhou, Jingjiang City, Taizhou and other places suspected of dust emission pollution were investigated

People's Daily, Nanjing, October 9 (Li Jingye) In recent days, the headquarters office of Jiangsu Province has successfully fought against pollution and carried out six major actions of "improving quality and improving quality" of environmental quality, and has investigated and dealt with a number of environmental pollution cases caused by fugitive dust emissions. Recently, 10 typical cases were announced, involving companies located in Jiawang District and Pizhou City of Xuzhou, Jingjiang City and Gaogang District of Taizhou, Huaiyin District and Economic Development Zone of Huai'an, Dongtai City and Sheyang County of Yancheng, Taicang City of Suzhou, etc.

The case is as follows:

Case 1: A company in Jiawang District, Xuzhou City is suspected of environmental pollution caused by fugitive dust emissions

On September 15, the inspection found that the unit's No. 2 coal storage yard had built a material shed, and there were no dust suppression measures at the two feed inlets of the storage yard, and there were obvious feed traces on the ground. The whole storage yard is only equipped with 4 fog monitor dust suppression devices, of which the fog monitor device in the northeast corner has been damaged, without spraying effect; During on-site inspection, the fog guns in the northwest corner and southwest corner were not turned on. There are several open openings on the west side of the storage yard, through which the dust can be discharged to the outside world without organization. The dumper room was not produced, the plant was semi enclosed, some sprinkler heads of the spraying facilities at the gate were damaged, there was no spray water in the two water tanks for dust removal and spraying in the machine room, and the magnetic level gauge of the water tank was damaged. The local ecological environment department has filed a case for investigation.

Case 2: A dock in Jingjiang City, Taizhou is suspected of dust emission and environmental pollution

On September 12, the inspection found that some of the newly arrived coal of the unit was not covered in place, the sprinklers in some operation areas were not started, and the dust prevention measures were not implemented in place. The inspection also found that the unit has actually built 15 portal cranes, with a throughput of more than 30 million tons in 2021, far exceeding the production scale of 10 portal cranes and an annual throughput of 8 million tons recorded in the self inspection report. The local ecological environment department has filed a case for investigation.

Case 3: A company in Huaiyin District, Huai'an City is suspected of environmental pollution caused by fugitive dust emissions

On September 2, the inspection found that the unit's wharf was carrying out coal loading and unloading operations, and the spraying facilities on the north side of the coal yard gate were not opened. The wind proof and dust suppression net on the west side of the coal storage yard is seriously damaged, with only 25% left. The flushing water on the wharf ground is not effectively collected, there are drainage holes in the cofferdam of the wharf, and the water on the site is being discharged. The local ecological environment department has filed a case for investigation.

Case 4: A company in Dongtai City, Yancheng City is suspected of environmental pollution caused by fugitive dust discharge

On August 25, the inspection found that part of the ash produced by the biomass fuel combustion of the unit was stacked in the open air on the south side of the boiler room; Some ash is scattered around the solid waste yard, and a large number of waste cloth bags are stacked in the open air on the north side of the yard. The inspection also found that the unit's organized waste gas, unorganized waste gas and waste water did not carry out self-monitoring as required. The local ecological environment department has filed a case for investigation.

Case 5: A company in Gaogang District, Taizhou City is suspected of environmental pollution caused by fugitive dust emissions

On September 2, the inspection found that the raw coal stacked in No. 5 and No. 8 coal yards of the unit had exceeded the shed coverage area by about 5 meters, the excess part of No. 5 coal yard was not covered, and the plastic film covering the excess part of No. 8 coal yard was damaged. A large amount of raw coal is scattered on the ground around the coal yard, and there is much dust in the nearby rainwater ditch. Part of the fly ash is stacked in the green belt below the transport corridor, without three prevention measures, and is not warehoused in time. The local ecological environment department has filed a case for investigation.

Case 6: A company in Pizhou City, Xuzhou is suspected of environmental pollution caused by fugitive dust emission

On September 3, the inspection found that part of the unit's coal was stacked outside the coal storage shed in the open air and was not completely covered. The west gate of the coal storage shed was not closed, and some areas of the closed shed of the coal conveyor belt were damaged. The local ecological environment department has filed a case for investigation.

Case 7: A company in Taicang City, Suzhou is suspected of environmental pollution caused by fugitive dust emission

On August 25, the inspection found that there was a waste crushing area on the west side of the production workshop of the unit, where a large amount of gypsum waste was stacked in the open air, without covering, shielding, spraying and other measures to reduce dust emission, and the ground road was heavily dusty. The local ecological environment department has filed a case for investigation.

Case 8: A company in Huai'an Economic Development Zone is suspected of dust emission and environmental pollution

It was found in the inspection on September 2 that the acceptance report of the unit required the bridge grab coal unloader to adopt wet spray dust suppression measures. During the inspection, the coal storage yard was not completely sealed, the bridge grab was being used for coal unloading, and the supporting spraying facilities were not opened. The local ecological environment department has filed a case for investigation.

Case 9: A company in Sheyang County, Yancheng City is suspected of environmental pollution caused by fugitive dust discharge

On September 4, the inspection found that some materials stacked in the northwest of the fuel yard of the unit were not covered, and some dust screens in the yard were damaged. The inspection also found that the unit failed to carry out self-monitoring on domestic sewage, plant boundary waste gas, rainwater discharge outlet, etc. as required. The local ecological environment department has filed a case for investigation.

Case 10: A company in Gaogang District, Taizhou City is suspected of environmental pollution caused by fugitive dust emissions

On August 21, the inspection found that the unit's material storage yard did not implement dust prevention measures as required, there were materials stored in six silos, the supporting sprinkler facilities could not be used normally, and some materials were stacked between the silo and the feeding port in the open air, and no dust suppression measures such as tarpaulin were taken. The local ecological environment department has filed a case for investigation.
