Inadequate regulation of the river system entering Hongze Lake Huaiyin District, Huai'an City was notified

People's Daily Online, Nanjing, December 23 (Ma Xiaobo) According to the report of the Department of Ecological Environment of Jiangsu Province, in December, the Third Ecological Environmental Protection Supervision Group of Jiangsu Province stationed in Huai'an City and found that the water environment improvement work in the catchment area of rivers around Hongze Lake into the lake was not well coordinated, and the water quality of some important rivers into the lake did not meet the annual assessment goals. The reason for the related situation is that the Party committees, governments and departments of relevant counties and districts in Huai'an City have insufficient understanding of the severe situation of water environment problem governance in the Hongze Lake catchment area, the investigation and remediation of water pollution have not been paid enough attention and promoted poorly, and the collection and treatment of township domestic sewage, river cleaning and rectification, livestock and poultry breeding, industrial point source pollution governance and other key work are lagging behind.

As the fourth largest fresh water lake in China, Hongze Lake is an important regulation and storage lake of the East Route of the National South to North Water Transfer Project and an important water source in northern Jiangsu. Its ecological function is very important. According to the water pollution prevention and control work plan of Jiangsu Province in 2021, the water quality assessment objective of seven major rivers around the lake, including Zhaogong River in Huai'an City, which enter the lake through the sluice gate, is Class III. The Notice of the General Office of the Provincial People's Government on Listing and Supervising Key Ecological Environmental Projects in 2021 requires that the regulation of rivers entering Hongze Lake should be strengthened, and the proportion of rivers entering the lake with water quality of excellent III should meet the assessment requirements. In April 2021, Huai'an City issued the Notice of the Municipal Government Office on the Supervision of Major Ecological and Environmental Issues in 2021, requiring the annual average water quality of Zhaogong River section to reach Class III. However, the monitoring data shows that from January to December, the cumulative average water quality of the assessment section of Zhaogong River is Class IV, which does not meet the Class III assessment target.

It was reported that after the issuance of the notice of listing supervision by the Huai'an Municipal Government, Huaiyin District failed to make overall planning and the rectification plan became a mere formality. In July 2021, the "Treatment Plan for the Water Quality at the Section of the Sluice Gate Entering the Lake of Zhaogong River Reaching the Standard" was prepared, and the five key treatment projects formulated were generally lack of pertinence, and the completion time limit was not specified. Among them, the ecological restoration of the Hongze Lake ancient embankment (the west embankment of the second river), the restoration of the Zhangfu River channel and other contents were basically irrelevant to the environmental treatment of the Zhaogong River; The Toubao Central Gully, Hexingzhong Gully and Xiaguan Gully included in the black and odorous water body treatment project have actually been completed in 2020. The inspection found that the main and tributaries of Zhaogong River were not well regulated, in which the Dazhai River (Wucheng Town Section) was obviously dark and smelly, the water quality was inferior to Class V, and the Dazhai Zhonggou River was seriously silted.

The inspector found that although Wucheng Sewage Treatment Plant in Matou Town and Hanqiao Sewage Treatment Plant in Gaojiayan Town, which are close to Zhaogong River, have completed the upgrading and reconstruction of Class A standards, the construction of sewage collection pipe network in the town has not been in place for a long time, and domestic sewage is directly or indirectly discharged into Zhaogong River. The sewage pipe network of Wucheng Qingshuiwan Community in Matou Town was damaged, and the sewage was directly discharged into the external environment for a long time. The sampling and monitoring results showed that the chemical oxygen demand, ammonia nitrogen, and total phosphorus concentrations were 0.68 times, 3.89 times, and 2.12 times higher than the primary A standard for pollutant discharge of urban sewage treatment plants, respectively. Hanqiao Sewage Treatment Plant in Gaojiayan Town is close to the natural river (an important tributary of Zhaogong River). The inspection well outside the enclosure at the southwest corner has been damaged for a long time and has not been repaired. Domestic sewage is directly discharged into the river. The sampling monitoring results show that the chemical oxygen demand, ammonia nitrogen and total phosphorus concentrations exceed the Class A standard for pollutant discharge of urban sewage treatment plants by 0.44 times, 3.45 times and 2.34 times respectively.

According to the investigation, there are about 200 livestock and poultry farms (households) in the catchment area of Zhaogong River, which are basically built along the river. Some of them have not standardized the construction of fecal sewage collection and storage facilities, and have used soil ponds without rain proof and anti-seepage treatment in violation of regulations to store breeding wastewater. Seepage pond pollution is common. Jiangsu Baishun Agriculture and Animal Husbandry Co., Ltd. (hereinafter referred to as Baishun Agriculture and Animal Husbandry) and Huai'an Xingcan Breeding Co., Ltd. Through sampling monitoring, the total phosphorus concentration of the pond wastewater in the south of Baishun Farming and Animal Husbandry is 24.5mg/L, and the ammonia nitrogen and total phosphorus concentrations of the wastewater in the Xingcan breeding pond exceed 2.06 times, 4.86 times and 3.86 times of the Discharge Standard of Pollutants for Livestock and Poultry Breeding Industry (GB 18596-2001) respectively.

In addition, there are many vermicelli processing and potato processing plants (points) distributed in Nanchenji Town, Gaojiayan Town and other places in Huaiyin District, which generally do not have supporting sewage treatment facilities or take over centralized treatment, and even the production wastewater is directly discharged into ditches or farmland, which is very easy to impact the river water environment.
