How to develop village planning for villages of different types and stages of development? What bottom lines should be strictly observed in the process of village planning and how to guide farmers to participate widely? Strengthen the overall planning of the county, and promote the construction of livable, employable and beautiful villages
With the continuous progress of urbanization, it is still a major trend for rural population to concentrate in cities and towns at this stage. Yang Jun, deputy director of the Land and Space Planning Bureau of the Ministry of Natural Resources, said: "We should follow the trend of population change in rural areas, scientifically guide and allocate spatial resources, drive the population, resources and industries to gather in advantageous areas, optimize the spatial pattern of agriculture, ecology and construction in rural areas, allocate spatial resources more efficiently, and better meet the demands of farmers to live a modern life on the spot."
This year's No. 1 Document of the Central Committee proposed to strengthen the overall planning of county land space for the spatial layout of towns, villages, industrial parks, etc. The Notice implements this requirement, specifying that all localities should coordinate the new urbanization and overall rural revitalization, optimize and refine the layout of the county town village system, specify the key development villages, and guide the population and industry to moderately cluster and compact layout in combination with the preparation of county and township level land space planning. Overall optimize the spatial layout of county industrial parks, public service facilities, infrastructure, etc., to form the overall advantages of the county for livable, employable and beautiful rural construction.
Hold the bottom line of food security, ecological security and historical and cultural protection
How to strengthen the effectiveness, operability and execution binding force of village planning? The Notice clarifies the improvement of safety resilience and life-cycle management to improve the quality and effectiveness of village planning.
Yang Jun said that in preparing the village plan, promoting the construction of livable, employable and beautiful villages, the key is to coordinate the relationship between development and security, and maintain the bottom line of food security, ecological security, and historical and cultural protection.
How to keep the bottom line of farmland protection and ecological protection? The Notice proposes to optimize rural agriculture, ecology and construction space, and guide the continuous protection of the "quantity quality ecology" system of cultivated land. How to keep the bottom line of historical protection? The Notice requires that the preparation and implementation of planning for historic and cultural villages, traditional villages and other characteristic conservation villages should incorporate all kinds of heritage protection and utilization management requirements into the planning, management and guidance requirements for land use, spatial patterns and features to prevent "two skins".
Highlight the main role of farmers and mobilize the enthusiasm of participating in the implementation of planning
"The difference between village planning and urban planning lies in the fact that the implementation of village planning is dominated by farmers, and the will of villagers is crucial to the implementation of planning." Yang Jun said that the preparation and implementation of village planning should mobilize the enthusiasm, initiative and creativity of farmers.
How to mobilize the enthusiasm of farmers to participate in the implementation of the plan? According to the idea of "mobilizing farmers to participate+enabling professional and technical personnel+training local planning talents", the Notice proposes to take the form that farmers like to see and hear, and clarify the significance and main contents of the preparation of practical village planning of "multi regulation integration". Let grassroots cadres and farmers have a basic understanding of village planning, and let grassroots cadres have a basic understanding of the differences between village planning and village industrial planning, tourism planning, rural revitalization planning, cultural and creative product planning and design schemes. It is necessary to effectively play the role of village level organizations, mobilize villagers to participate in the preparation of village planning, guide rural leaders to become rich, new agricultural business entities and other people to offer suggestions, and enhance the pertinence and enforceability of village planning.
