The first batch of typical cases reported by the central ecological environmental protection inspector

Beijing, May 20 (Reporter Kou Jiangze) - The lake protection and restoration were not effective, the wetland ecological damage was prominent, and the natural ecology along the Yangtze River coastline was damaged... In order to play a warning role and effectively promote the problem rectification, the third round of the second batch of central ecological environment protection inspectors opened the first batch of seven typical cases.

At present, seven inspection teams have carried out about one month's inspection on seven provinces of Shanghai, Zhejiang, Jiangxi, Hubei, Hunan, Chongqing and Yunnan. The inspection team carried out river basin inspection and provincial inspection as a whole, focusing on the overall problems of the Yangtze River Economic Belt and the common problems of the ecological environment, as well as identifying the outstanding problems of each province. The inspection teams went deep into the front line and the scene, verified a number of prominent ecological and environmental problems, verified a number of formalistic and bureaucratic problems such as inaction, slow action, irresponsibility, and even perfunctory response and fraud.

The inspector found that the implementation of ecological environmental protection responsibilities in some cities around Dongting Lake in Hunan Province was not effective, and the ecological destruction of Dongting Lake wetland was prominent. The South Dongting Lake Provincial Nature Reserve was not thoroughly cleaned up, and illegal planting resumed. Some ships sort sand and gravel in the main stream of Lishui River, and slurry water is discharged directly, which seriously damages the ecological environment of Lishui Estuary Wetland Reserve.

The ecological protection and management of the Honghu River Basin in Jingzhou City, Hubei Province are not effective. Since 2012, the water quality of Honghu Lake has continued to deteriorate, and it has been classified as Class V since 2021. The coverage of aquatic vegetation is low, submerged plants almost disappear, the area of wild red lotus is greatly reduced, and the diversity of benthos is reduced, and the number of species is only 1/4 of the historical good level since records.

The illegal reclamation of Poyang Lake in Jiangxi Province is a mere formality. Poyang Lake has a large number of artificially built dikes to block its branches, which affects the water quality of the lake area and blocks the connection of river and lake water systems. The prohibition of catching and protection of aquatic organisms in key waters are not in place, and agricultural non-point source pollution is prominent. In recent years, the concentration of total phosphorus in Poyang Lake has not reached the level of Class III water in lakes and reservoirs.

The inspectors found that there were loopholes in the protection of forest land in Shanghai, the problem of illegal deforestation was prominent, the balance between the occupation and compensation of forest land was not strict, and the statistical data of forest resources were distorted. The marine ecological protection in Wenzhou City, Zhejiang Province is not effective, and some development and construction projects occupy mangrove forest land in violation of regulations. The destruction of natural forests in some cities and prefectures of Yunnan has been repeatedly prohibited, public welfare forest management loopholes frequently occur, economic forest regeneration is cheating, and forest protection is not in place.

The inspection team also found that Yunyang County and Fengjie County in Chongqing failed to protect the Yangtze River coastline, and some ports and wharves were built in violation of regulations, which damaged the natural ecology of the coastline.

The inspection team will further investigate and verify the relevant situation and do a good job of follow-up supervision as required.
