By the side of Meixi Lake in Changsha, Hunan Province, the joint laboratory of low carbon and hydrogen metallurgy of Vale Central South University, covering an area of about 3000 square meters, is under construction. In the near future, it will be used to carry out research on low-carbon and hydrogen metallurgy to help the traditional steel industry accelerate decarbonization and green transformation. The relevant person in charge of Hunan Xiangjiang New Area introduced to the reporter: "While we attach importance to foreign-invested productive projects, we also pay special attention to the introduction and landing of various research and development institutions around the world."
At present, Hunan is fully promoting the construction of Changsha as a global R&D center city, and implementing the R&D enterprise (center) cluster project. At present, 201 "World Top 500" have invested in Changsha, and the number of R&D institutions has grown rapidly. The establishment of foreign R&D centers in Hunan is conducive to pooling global intellectual resources and building an open and innovative ecosystem.
General Secretary Xi Jinping pointed out: "In the past, our opening up was to 'follow', but now we are opening up to 'lead', which is a higher level of opening up." High level opening up includes opening up to trade and investment, as well as opening up to science, technology and talents. If we do not refuse to flow, we will become a river and a sea. Only by expanding technical exchanges and talent exchanges can we participate more deeply in the global industrial division and cooperation, and enhance the linkage effect between domestic and international markets and resources. Only with a more open mind and free flow of innovation elements can we improve the efficiency of innovation, better develop new quality productivity and shape new advantages for development. This requires us to gather the spirit of the world and make full use of the global innovation resources.
A better combination of high-quality introduction and high-level going global is a powerful starting point for expanding opening up. For example, BASF Germany and Hunan Shanshan Group jointly established a joint venture BASF Shanshan Battery Materials Co., Ltd. BASF Shanshan Battery Materials Research Institute, which has an international R&D team, takes root in Changsha, and its output has been applied to many electric vehicle manufacturers. To attract talents at home and abroad and build an industrial cluster with a complete ecological chain of R&D, design and manufacturing will promote the transformation and upgrading of China's manufacturing industry and make high-quality products benefit the world.
To promote the opening up and cooperation of science and technology and optimize the talent service is an essential part of the topic. A few years ago, when foreigners came to Changsha to work, they needed to go to three units, pass six approval processes, and take about 30 working days to complete the international travel health examination certificate, work permit, and residence permit. After the establishment of the one-stop service center for foreigners working in China in the China (Hunan) Pilot Free Trade Zone, the customs, science and technology, and public security related business windows will be "three in one", providing convenience for foreigners to come to Hunan for employment. With a view to the future, only by introducing more attractive talent introduction policies, strengthening service support, and attracting and retaining talents in an all-round way can we truly "gather talents from all over the world and use them".
The central region is not along the coast or the border, so it is more necessary to expand opening up with an open mind and innovative spirit. Only by breaking through the blockages, filling in gaps, strengthening institutional innovation and model innovation, and consolidating the relevant policy and legal foundation can we move towards a new realm of opening up. For example, as the node city of the new land and sea channel in the west, Huaihua took the lead in promulgating local laws and regulations on land port construction, and made a series of institutional provisions in terms of employment mechanism, business environment, etc. By constantly introducing new policies and measures to expand opening up in an all-round way, so that more "special solutions" to individual problems can be upgraded to "general solutions" of universal significance, we can promote the establishment of a new highland of inland reform and opening up through institutional opening up.
The door of China's opening will only open wider and wider. The central region will steadily expand its opening up to the outside world and constantly gather global resource elements, which will surely inject surging momentum into the construction of a new system of a higher level open economy and release new vitality of development in the pulse of the times.
