Science and technology departments in Beijing, Tianjin and Hebei have further promoted the coordinated development of scientific and technological innovation. The data shows that the number of technology contracts exported from Beijing to Tianjin and Hebei increased from 3176 in 2013 to 6758 in 2023, with an average annual growth rate of 7.8%; The turnover increased from 7.12 billion yuan in 2013 to 74.87 billion yuan in 2023, with an average annual growth rate of 26.5%.

The science and technology departments of the three regions have always maintained frequent and regular exchanges, formed a collaborative innovation working mechanism, and signed a series of framework agreements such as the Beijing Tianjin Science and Technology Innovation Cooperation Agreement.

Promote the construction of Zhongguancun Science Park in Xiong'an New Area from a high starting point, organize 11 Zhongguancun integration service agencies to settle in the park, and provide one-stop services for enterprises. Promote the construction of Tianjin Binhai, Baodi and Hebei Baoding Zhongguancun Cooperation Park at a high level. There are 4990 registered enterprises in Binhai Zhongguancun Science Park, 1529 registered enterprises in Beijing Tianjin Zhongguancun Science and Technology City, and 362 registered enterprises in Baoding Zhongguancun Innovation Center.

Continue to promote basic research cooperation. The three cities signed the Beijing Tianjin Hebei Collaborative Innovation Development Strategic Research and Basic Research Cooperation Framework Agreement, invested more than 87 million yuan in total, funded 177 basic research cooperation projects, and held 9 Beijing Tianjin Hebei Youth Scientists Forum in succession. We will strengthen the opening and sharing of major scientific research infrastructure and large-scale scientific research instruments, and promote the opening and sharing of 14300 sets of scientific research facilities and instruments with an original value of nearly 15 billion yuan.

The three cities formulated the Work Plan for Promoting the Transformation of Scientific and Technological Achievements and Promoting the Development of Beijing Tianjin Hebei High Precision Key Industries (2023), formed a supply and demand list mechanism for scientific and technological achievements, and established a hierarchical and domain enterprise demand database shared by the three cities and a demand oriented scientific and technological achievements database for colleges and universities in the three cities.
