"The Implementation Opinions include three parts: general requirements, main tasks and safeguard measures, with a total of 7 aspects and 18 specific measures, outlining a beautiful blueprint for the development of new quality productivity in Hubei in the next five years." Liu Zhengbin, member of the Party Leadership Group and deputy director of the Development and Reform Commission of Hubei Province, introduced.

The Implementation Opinions clearly defined the quantitative goal of developing new quality productivity in Hubei: the annual average growth of R&D investment of the whole society is more than 14%, the local transformation rate of scientific and technological achievements is more than 80%, and the annual average growth of added value of strategic emerging industries is more than 10%.

At the same time, we should scientifically plan the target orientation of "five zones and one highland", that is, we should spare no effort to create a national high-level science and technology self-reliance pilot area, a world advanced manufacturing cluster area, a beautiful China pilot area, a national strategic hinterland construction core area, a high-level socialist market economic system reform demonstration area, and accelerate the building of a national new productivity development highland.

Accelerate the development of new industries with characteristics

Industry is the foundation of economy, the specific field of productivity reform and development, and the important carrier of new quality productivity. With innovation as the guide, supply chain as the starting point, centralized development as the focus, and advanced manufacturing as the backbone, Hubei has built a modern industrial system.

Zhou Kaibin, deputy director of Hubei Provincial Department of Economy and Information Technology, said that the scale of five advantageous industries in Hubei, namely, optoelectronic information, new energy and intelligent connected vehicles, life health, high-end equipment manufacturing and Beidou industry, has exceeded 3 trillion yuan, accounting for more than 60% of the industries above the designated size. At the same time, we will accelerate the development of 10 emerging industries with characteristics, including computing power and big data, artificial intelligence, and new materials. In the first quarter, the added value of high-tech manufacturing industry in Hubei Province increased by 21.5%, contributing 28.7% to the growth of industries above designated size.

Hubei also seized the opportunity of the national large-scale equipment renewal and consumer goods trade in policy, implemented a new round of trillion yuan technological transformation of ten thousand enterprises, accelerated the transformation and upgrading of traditional industries such as automobile, metallurgy and chemical industry, and guided traditional industries to move towards new, high and green.

In the future industry, we will aim at cutting-edge technologies such as brain like intelligence, brain computer interface, synthetic biology, and accelerate the expansion of application scenarios and product launches.

Smooth the development channel of skilled talents

Skilled personnel are an important force to support China's manufacturing, creation and development of new quality productivity.

Wu Shengfan, the second level inspector of human resources and social security in Hubei Province, introduced that in recent years, Hubei has vigorously implemented the strategy of strengthening the province with skills, accelerated the project of "rejuvenating Jingchu with technology", continuously improved the training, use, evaluation and incentive mechanism of skilled personnel, and promoted the continuous development and growth of the skilled personnel team in Hubei Province.

By the end of 2023, the total number of skilled talents (workers) in Hubei has reached 9.9394 million, accounting for 30.6% of the total number of employed people, of which 3.0736 million are highly skilled talents, accounting for 31% of skilled workers, providing strong human resources support for economic and social development.

Hubei will fully implement the "new eight level workers" vocational skill grading system, establish a new era of vocational skill grade (post) sequence consisting of apprentice, junior workers, intermediate workers, senior workers, technicians, senior technicians, special technicians, and chief technicians, guide and promote enterprises to carry out the evaluation and employment of special technicians and chief technicians, and break the "ceiling" of skilled talent growth, Constantly improve the social status and treatment level of skilled talents.

Promote green transformation with high-level protection

Hubei is a province with thousands of lakes, the longest runoff mileage of the Yangtze River, and the location of the Three Gorges Dam and the core water source area of the Middle Route Project of South to North Water Transfer. It has unique advantages in developing green productivity.

"Insist on promoting the green transformation of the development mode with the high-level protection of the ecological environment, and constantly stimulate the development of new quality productivity with the new achievements of green development." Zhou Shuihua, a member of the Party Leadership Group and deputy director of the Department of Ecological Environment of Hubei Province, introduced that Hubei promotes the simultaneous development of four modernizations on the basis of comprehensive river basin management, establishes a negative list of safety management and control and a positive list of economic and social development by classification, Keep the bottom line of water security, water environment security and ecological security. We will promote the implementation of the top ten actions to improve quality and efficiency in the high-level protection of the Yangtze River, and ensure that the water quality of the Hubei section of the Yangtze River mainstream remains at Grade II, and that the water quality of Danjiangkou Reservoir remains above Grade II all the year round. Actively promote the construction of the Three Gorges (dam area) integrated development and safety pilot area, and the Danjiangkou reservoir area green and sustainable development pilot area.

At the same time, we will promote carbon reduction, pollution reduction and green growth as a whole, actively build a green and low-carbon circular economy system, promote the innovation mechanism, enrich business types and expand functions of "China Carbon Landing", and accelerate the building of a carbon market and carbon financial center with nationwide influence. Vigorously promote the development of energy conservation and environmental protection industries and actively cultivate green economic growth points.
