On May 8, Huang Hongmei, a member of the Party Leadership Group and Deputy Director of the Administrative Examination and Approval Bureau of Gui'an New Area, got the application form just printed from the self-service camera and came to the first floor of the Government Affairs Service Center of Gui'an New Area. The staff at the A36 public security government affairs window asked enthusiastically.

"I want to apply for a visa."

"OK, please wait for a moment, and I will help you." The staff immediately logged into the system to query and check the basic information. Five minutes later, the receipt was delivered to Huang Hongmei.

Since January this year, the Administrative Examination and Approval Bureau of Gui'an New Area has innovatively carried out the activity of "director following the process". The heads of government service departments changed their identities, went to the scene to experience the whole process of government service handling, deeply understood the problems and shortcomings in the business process in various forms such as "personally handling" and "accompanying handling", and put forward suggestions for improvement of the problems found in the process.

From "waiting for problems to find problems" to "finding problems by yourself", what did the "director following the process" go through?

"High frequency matters and blocking matters of enterprise masses must be" followed ". Huang Hongmei introduced that" directors follow the process ", focusing on experiencing the process and supporting services, and looking for work gaps.

"What materials are needed for the service? How many copies of documents are needed? How long is the time limit for the service? Is it possible to handle the service online? Is the hotline unblocked? Is there a one-time notification?" Huang Hongmei said, "Look for room for improvement in the business process, and then benchmark the experience and practices of advanced regions to study and improve the service. Make it more concise and understandable, and benefit the people."

At present, Gui'an New Area has completed the first batch of centralized high-frequency approval services and Guiyang social affairs work special class government affairs services. It includes 27 government affairs services, such as the establishment of an enterprise, the registration of the establishment of a company, food business license, construction permit, motor vehicle driving license renewal, medical practice registration license, personal basic information change, and enterprise related real estate registration. 21 departments including the Administrative Examination and Approval Bureau, the Public Security Bureau, the Tax Bureau, the Ecological Environment Bureau, the Market Supervision and Administration Bureau, and the Urban and Rural Construction Bureau of Gui'an New Area were involved. A total of 34 leaders participated each time. A total of 20 problems were found, 5 were rectified on site, and 26 time limited optimization and rectification measures were proposed.

"Through the first round of activities, our government service window office, online office, help agency and other diversified service measures are more efficient and convenient, enterprises and the masses are more satisfied, and have a better sense of experience." Huang Hongmei introduced that the upcoming second round of "directors follow the process", leaders of government service departments will experience government service matters outside their own functional areas, Further, from the perspective of the corporate masses, we can personally feel whether the policy is "understood", the process is "not accessible", the service is "excellent", and the experience is "good".
