Improve top-level design and strengthen team building

The construction of industrial workers is a systematic and integral project, involving the immediate and long-term interests of industrial workers. The Guiyang Federation of Trade Unions has always attached great importance to strengthening the construction of industrial workers and put forward a series of measures to create a better development environment for industrial workers——

Earnestly perform the labor union's responsibility of taking the lead to grasp the general situation, take the lead in conducting research, assist the municipal party committee and the municipal government in drafting and issuing the Implementation Plan for the Reform of Industrial Workers' Team Construction in Gui'an New District, Guiyang City in the New Era, steadily promote the comprehensive pilot work of the reform of industrial workers' team construction in the province, and promote the issuance of relevant supporting measures.

Give play to work functions, strengthen coordination and linkage with member units, supervise and guide, promote the construction and reform of industrial workers in all districts (cities, counties and development zones), and promote the implementation of reform projects to expand to the grass-roots level. At the same time, the "Implementation Opinions on Doing a Good Job in the New Period of the City's Staff Rehabilitation Work" was issued, taking the lead in carrying out staff rehabilitation work in the province.

We will continue to promote the action of "learning to realize their dreams" for migrant workers, and encourage industrial workers to read classics and improve their cultural literacy through online and offline platforms such as "two micro and one end", employee reading cloud platform, and employee bookstore.

Start the construction of Guiyang Workers' Cultural Palace Project, which is planned to be completed and put into use by 2023. At the same time, with the theme of "labor creates happiness", we will carry out in-depth activities for model workers and craftsmen to attend lectures, enter enterprises, communities and schools, and vigorously promote the spirit of model workers, labor and craftsmen.

Open up the channel for talent development and improve quality and skills

Skills are the basis for industrial workers to settle down. By holding vocational skill competitions, employment and skill training classes, Guiyang has continuously set off an upsurge of learning technology, practicing skills, comparing skills and creating advanced skills among its employees.

In 2020, Guiyang Federation of Trade Unions will hold 11 employment and skills training courses to train more than 10000 people with employment difficulties, such as laid-off workers, migrant workers and workers in need; 48 skill trainings were held, benefiting more than 2400 people; Two online recruitment activities were held, providing 50361 jobs; Vigorously promote the action of "migrant workers' dream of learning" and the service activity of "migrant workers' safe return".

In addition, Guiyang has carried out mass economic and technological innovation activities such as technological innovation, technological cooperation, invention and creation, rationalization proposals, and demonstration of innovative achievements, as well as the creation of "Worker Pioneer", and named 100 "Worker Pioneer". Take the labor model or craftsman talents with high theoretical level, practical experience and innovation ability as the leaders to promote the establishment of "Guiyang Model and Craftsman Talents Innovation Studio", give subsidies from the initial stage of establishment, and give innovation subsidies of 30000 to 100000 yuan to emerging excellent innovation projects.

The green efficiency labor competition was launched, attracting more than 14500 enterprises and 310000 employees across the city. The seventh big data e-commerce workers' professional skills contest was held, with 24 teams and 80 players participating.

Improve service level and create a "warm harbor"

Guiyang has made every effort to create a good working environment, consolidate the foundation for social mobility of industrial workers, and let "migrant workers" settle down to nest.

In 2020, Guiyang Federation of Trade Unions will carry out the "Four Seasons Sending" assistance activity, and distribute 14.6785 million yuan of various assistance funds and materials to 89 enterprises in need, 18523 employees in need and their children. 15 new "Mother and Baby Loving Houses" were built, 7 "Labor Union Caring Trusteeship Classes" were built, and 12 "Caring for Mothers" series activities were held. The "June 1st" care activity was carried out, 180000 yuan of condolence money was distributed, and 2500 children in need were helped.

Since 2020, the trade unions at all levels in Guiyang have invested a total of 15.5733 million yuan to build 1917 urban outdoor workers' comprehensive service stations, including 8 provincial demonstration stations, opening up the "last mile" to serve the majority of workers.

In the next step, the Guiyang Federation of Trade Unions will continue to carry out star rating of the "outdoor workers' comprehensive service station" and establish temporary trade union teams, so as to build the "outdoor workers' comprehensive service station" into a "warm harbor" and "happy post station" for outdoor workers.
