How to put compassion and good deeds into daily life and make them an expression of love, a social responsibility and a way of life for citizens? To this end, the reporter of Charity News interviewed Gong Puguang, Vice Chairman of the Social Construction Committee of the National People's Congress and President of the China Charity Federation.

President Gong Puguang believes that philanthropy has played at least five important roles in the modernization of social governance: first, philanthropy is an important practice of our party's purpose for the people. It is concerned about the food and clothing of the people in need and the suffering and safety of the vulnerable groups. Last year, he participated in the inspection of the implementation of the Charity Law organized by the National People's Congress. This year, he went to Jiangsu, Anhui and other places to inspect the implementation of the Charity Law and charity work. President Gong Puguang felt that at present, China's charity laws and policies system has been gradually established, the charity social organization system has begun to take shape, and the charity service supervision system has initially taken shape. Charity shows a good trend of legalization, diversification, organization, specialization, and standardization, but at the same time, it should be noted that China's charity has a late start, poor foundation, small scale Low level. In the face of historical changes in major social contradictions and the new expectations of the people for a better life, charity work still has obvious deficiencies in the system, mechanism, policy measures, work foundation, etc. The overall development of charity has not fundamentally changed.

With the rapid development of China's economy and society, especially the rapid development of informatization represented by the Internet, there is an urgent need to solve the new situations and problems faced by the development of philanthropy, better respond to social calls, and promote the sound, fast and high-quality development of philanthropy in the new era. First, we should work hard to govern and do good according to law. At present, the public does not know enough about the Charity Law, the ability to do good and judge right and wrong according to law is insufficient, the implementation of the Charity Law is not in place, and the lack of relevant supporting policies is still an unavoidable practical problem. We should seize the favorable opportunity of the Charity Law enforcement inspection, promote the comprehensive implementation of the Charity Law, further enhance the awareness of governments at all levels, charity organizations and the public to know, understand and abide by the law, and strive to form a good situation of governing, doing and promoting good things according to law, and truly take laws and regulations as a way to regulate charity behavior, promote charity work The criterion for judging right and wrong creates a good legal environment for the development of charity. The second is to work hard on the construction of charity laws, regulations and policy system. We should focus on the vigorous development of Internet philanthropy, accelerate the process of legalization of philanthropy, actively promote the revision of the Charity Law, reflect the new positioning of the party and the state on philanthropy in the Charity Law, further expand the scope of legal regulation, increase the special chapter of online philanthropy, and promote the integration and development of philanthropy, social work, and voluntary services. We should actively promote the construction of supporting systems in the field of charity, further refine and implement various charity promotion measures that have been defined in the Charity Law, further expand the tax incentives for charity and public welfare undertakings, protect the legitimate rights and interests of charity organizations, and promote the rapid development of charity undertakings. Third, efforts should be made to improve the system and mechanism for responding to major emergencies. At present, the legal status of charitable organizations participating in the response to major public events is not clear. The current Emergency Response Law does not include social organizations in the national emergency response system, does not specify the mechanism of charitable organizations participating in emergency response, and lacks necessary safeguards and incentives for voluntary charitable organizations and volunteers. In the next step, it is necessary to make a good connection with the relevant laws in the revision of the Charity Law, increase the relevant provisions on charity fundraising and charity activities under major emergencies such as public health events and natural disasters, and provide a strong legal guarantee for the healthy and orderly development of charities in the new era. The fourth is to work hard on charity statistical system and charity information platform construction. At present, the charity industry has not yet established a unified and authoritative data statistics system, and the data released by the relevant institutions are quite different, inconsistent, and do not know what to do, which brings a lot of inconvenience to theoretical research, policy formulation, and industry management. Next, efforts should be made to establish and improve the charity statistics system, change the current situation of the charity statistics with multiple statistics, different caliber and large gap, and form authoritative national statistics; At the same time, we should actively promote the construction of an information-based big data platform covering the entire philanthropy, and promote the philanthropy industry to be more open, transparent and efficient.

Over the years, thanks to the joint efforts of philanthropists across the country, philanthropy has played an increasingly important role in the third distribution, the protection of people in difficulty, and grass-roots social governance, and has become an indispensable force in the construction of socialism with Chinese characteristics in the new era. Especially in the fight against the epidemic, charitable organizations and Red Cross Societies at all levels throughout the country received a total of 41.994 billion donations from the society, and 1.094 billion pieces of urgently needed materials for the epidemic, which is equivalent to nearly 1/3 of the total financial investment for the epidemic at all levels. In the Internet era, the development of online philanthropy is also commendable. President Gong Puguang believes that the most prominent feature of modern charity is to implement kindness into daily life, making charity a way of life and a pursuit of value. To promote charity culture, we need not only the strength of the rich, but also the strength of everyone. Charity is not only reflected in the heart of charity, love, and ambition to serve the country when the country is in trouble, but also in the small things of family life and daily necessities; "Go forward and persuade" in the case of neighborhood disputes; "Pick up the garbage" when you see the roadside garbage; When it rains, you hold up an umbrella for strangers to protect them from the wind and rain; At night, when the road ahead is dark, you light a lamp for others to light their way home... President Gong Puguang has many unique views on promoting charity culture in doing practical things. He said that there is a saying in the Chinese Book of Filial Piety: "Those who do not love their relatives but love others are against virtue". Charity begins at home, and begins with helping others. Starting from helping people around you to understand charity, and starting from doing things around you to practice charity, this is the basis for promoting charity culture and inheriting charity.
