On June 29, the seminar on "Charity Development and Reconstruction of Political and Social Relations" co sponsored by the Expert Committee of the China Charity Federation and the People's Livelihood Security Research Center of Beijing Normal University was held in the conference room of Beijing Guoerzhao Hotel. Gong Puguang, Vice Chairman of the Social Construction Committee of the National People's Congress and President of the China Charity Federation, Zheng Gongcheng, Member of the Standing Committee of the National People's Congress, President of the China Social Security Society and Chairman of the Expert Committee of the China Charity Federation, attended the meeting and delivered speeches. More than 20 experts, scholars and professional workers from Peking University, Tsinghua University, China Charity Federation, China Charity Federation and other universities and research institutions, social organizations and charity organizations attended the seminar. The participants carried out in-depth discussions and exchanges around the theme of "charity development and reconstruction of political and social relations".

Gong Puguang pointed out that it is of great significance to study and discuss the theoretical and practical issues in the relationship between government and society in the context of epidemic prevention and control in a timely manner, and summarize the experience and enlightenment that are worthy of reference to promote the modernization of China's national governance system and governance capacity, and promote the healthy development of philanthropy. He stressed that although China's philanthropy started late, it has a strong momentum of development, thanks to the high attention of the Party and the state and a series of charity promotion policies. As the main channel of the third distribution of national income, philanthropy plays an irreplaceable role in promoting social income to be more fair and just. Charity is an important part of the socialist system with Chinese characteristics, as well as an important part of the national governance system. Charity must be actively integrated into the overall situation of the work of the Party and the government under the leadership of the Party, so as to take advantage of the opportunity to play a greater role.

Zheng Gongcheng believed that the development of philanthropy should fully understand the outstanding social functions and huge development potential of philanthropy. China's philanthropy can only take the road of development with Chinese characteristics. He stressed that restructuring or rationalizing the relationship between government and society is a necessary condition for the development of China's philanthropy in the new era. The development of philanthropy requires more consensus, and only consensus can all circles work together to achieve the development of philanthropy.

Liu Wei, Vice President of the China Charity Federation and Chairman of the Expert Committee, said in his concluding remarks that to straighten out the relationship between government and society, first of all, we should integrate philanthropy into the overall work of the Party and the government; We should deepen reform, clarify the relationship between responsibilities, release the vitality of charity organizations, and improve their governance and service capabilities; We should use the Charity Law as a powerful tool to improve the relationship between government and society, and solve the problems facing us, such as emphasizing supervision and ignoring incentives; We should give full play to the moral regulating power of charity, let charity improve social morality, and let social morality promote the development of charity.
