The reporter learned from the Education Department of Fujian Province that from September 2021 to June 2022, Fujian carried out the pilot work of linking up young and primary schools, the pilot parks explored the implementation of enrollment preparation activities, and the pilot schools simultaneously studied enrollment adaptation activities. The provincial level should organize and carry out the selection of excellent reform cases and the teaching seminar of linking up young and primary schools in a timely manner.

The Plan requires to establish a two-way connection mechanism between young and young children; Build a joint teaching and research platform for children and primary schools; Start the pilot reform of linking up young and primary schools; We will vigorously promote comprehensive governance, and resolutely correct the bad behavior of after-school training institutions that teach primary school content in advance in the name of preschool classes, kindergarten transition classes, etc.

In terms of establishing a two-way connection mechanism between children and primary schools, kindergartens should scientifically prepare for school entrance, adhere to the implementation of the Learning and Development Guide for Children Aged 3-6, take games as the basic activity, and protect children's curiosity and interest in learning. Primary schools should establish a sense of cohesion, focus on the implementation of enrollment adaptation education in grade one, prohibit entrance examinations, and adhere to "zero starting point" teaching.

In terms of building a joint teaching and research platform for young and primary schools, the teaching and research departments at all levels should take the connection between young and primary schools as an important part of teaching and research work and include it in the annual work plan; Encourage primary schools and kindergartens in the school district to establish a learning community and establish a system of joint teaching, research and mutual visits between young and primary schools.

In terms of launching the pilot reform of the transition between kindergarten and primary school, each district city recommends one county (district) as the provincial pilot zone for the transition between kindergarten and primary school, and each pilot zone selects three pairs of pilot primary schools. The pilot schools (kindergartens) should have the spirit of reform and exploration, and there should be no "primary school", "non zero starting point" teaching and other educational behaviors that violate children's physical and mental laws.

The Plan requires that comprehensive governance should be vigorously promoted, and education departments at all levels should, together with relevant departments, continue to strengthen the governance of out of school training institutions, primary schools and kindergartens for violations of educational laws, and carry out special governance.

We will resolutely correct the bad behavior of out of school training institutions that teach primary school content in advance in the name of preschool classes, preschool transition classes, etc., seriously investigate and punish the out of school training institutions that accept preschool children to carry out training in violation of regulations, and put the blacklist information into the national credit information sharing platform, and implement joint punishment according to relevant regulations.

Primary schools strictly implement the principle of free entrance to nearby schools. It is strictly prohibited to use various examinations, competitions, training results or certificates as the basis for enrollment. Where kindergartens meet the needs, primary schools may not set up preschool classes. In case of loss of large class children in kindergartens, the reason and destination should be understood in time and reported to the local education department.

In the autumn semester of 2022, the Plan of Entrance Preparation and Adaptation Education will be fully implemented, which will list the schedule of key actions for the connection between children and primary schools.

From September 2021 to June 2022, Fujian will carry out the pilot work of linking up young and primary schools. Starting from the autumn semester of 2022, we will comprehensively implement the education of enrollment preparation and enrollment adaptation, establish a mutual aid development model of two-way connection between young and young people, and strengthen research cooperation in curriculum, teaching, management and teaching research. In addition, the Plan requires that local education administrative departments should include scientific enrollment preparation and enrollment adaptation into the important content of kindergarten and compulsory education quality assessment to standardize school running behavior supervision, and earnestly implement the listing responsibility supervision system.
