What other measures are taken to promote the high-quality development of the cruise economy? Relevant heads of the National Development and Reform Commission, the General Administration of Customs and other departments responded to these issues on May 22. Huo Fupeng, head of the Industrial Development Department of the National Development and Reform Commission, said that with the joint efforts of all parties, China's cruise industry has gradually recovered and continued to improve. Rapid recovery of cruise tourism market
The cruise industry integrates high-end manufacturing, modern services, featured tourism, cross-border consumption and other industries, which is not only a current consumption hotspot, but also a key area encouraged by the country. Huo Fupeng introduced that focusing on the development of the cruise industry, the National Development and Reform Commission, together with relevant departments, improved the industrial development policy system, implemented major innovation projects for large-scale cruise ships, created cruise operation service brands, optimized the layout of cruise passenger ports, promoted the resumption of international cruise routes, actively created featured boutique tourism routes, and promoted the independent innovation and development of the cruise industry, Explore and form a development model of collaborative innovation and open cooperation.

According to the design and construction, the first domestic large cruise ship "Aida Mordor" has successfully operated more than 30 voyages, and the second large cruise ship entered the stage of final assembly in April, marking that China has formed the ability to independently build large cruise ships.
In terms of operation services, Huaxia International Cruise Line Co., Ltd. was established and settled in Shanghai. Relevant enterprises joined forces to jointly build a professional, market-oriented and international operation service team.
In terms of infrastructure construction, the layout of cruise ports has been gradually improved, 13 cruise departure ports have been planned and built from north to south, from Dalian to Sanya, and the capacity to receive domestic and foreign cruise ships has been continuously enhanced.
Looking at the consumer market, the cruise tourism market has rapidly recovered, and new routes such as Southeast Asia have been developed on the basis of traditional routes such as inland rivers, coastal areas, Japan and South Korea. The recovery of inbound cruise routes has been accelerated. Since this year, 21 international cruise ships have been operating in domestic ports. According to the prediction of the cruise yacht industry association, the cruise tourism market in China will fully recover this year and next, entering a new stage of industrial development.
Enterprises will enjoy better customs clearance convenience
International cruise ships have a short berth time at the port, and the customs clearance timeliness requirements for port supplies are high. How can they better enjoy customs clearance facilities and reduce operating costs?
In April this year, the Provisions on International Cruise Ships Replenishing at Ports of the People's Republic of China (hereinafter referred to as the "Provisions") was released and came into force on June 1. Liu Yang, the head of the Port Supervision Department of the General Administration of Customs, said that in terms of the replenishment of cruise ships at ports, paperless operations in the field of inbound and outbound ship supervision have been realized in the early stage. Enterprises can go through the declaration and material addition procedures for inbound and outbound cruise ships by submitting electronic data to the customs, so as to facilitate inbound and outbound replenishment of cruise ships at ports. After the promulgation of the Regulations, the customs did a good job in three aspects:
First, help enterprises better enjoy the convenience of customs clearance. For the ship supply materials declared for export in the form of cruise direct supply materials, the enterprise can handle export tax rebate according to regulations; Unless otherwise stipulated by the state, international cruise ships that call at ports to supply foreign materials will not be subject to tariff quota and license management, so as to reduce the cost of customs clearance for enterprises.
The second is to facilitate the warehousing and distribution of supplies for international cruise ships. The Regulations specify that "the materials needed for international cruise ship replenishment at the port can be stored in the special supervision area or bonded area of the customs in accordance with relevant customs regulations", and the customs will actively promote relevant enterprises to provide convenient conditions for the warehousing, distribution, transshipment, distribution, loading and unloading of materials.
The third is to optimize the way for international cruise ships to supply supplies at ports. The Regulations specify that "unless otherwise specified by the state, if an international cruise ship docks to supply overseas materials, the same container can be unpacked, repacked, split, and assembled at the designated area before leaving the port". The customs will further clarify and improve relevant specific management regulations, so that enterprises can enjoy more convenient customs clearance management.
Cruise industry welcomes development opportunities
At present, the global tourism market is recovering rapidly, and the development of China's cruise industry ushers in new important development opportunities. Huo Fupeng said that the National Development and Reform Commission will work with relevant departments to form joint efforts in cruise operation management, equipment manufacturing, supporting construction, tourism consumption and other aspects.
Build a first-class service system. Benchmarking international first-class cruise operation companies, vigorously cultivate cruise operation enterprises with market competitiveness. Strengthen the construction of professional operation capabilities such as route planning, ship management, brand building, risk prevention and control. Accelerate the training of cruise operation talents, constantly improve the service guarantee system, and orderly promote international operation cooperation.
Strengthen technological R&D and innovation. Through the verification of the construction of domestic large cruise ships, polar small cruise ships and other real ships, drive the breakthroughs in cruise ship overall design, general assembly construction and other systems, and improve the safety quality and green and intelligent level of cruise ships. Build a technical service system such as supporting product testing and certification that conforms to international rules, improve the standard system, and promote the development of the cruise supporting industry chain supply chain.
Improve port layout and construction. Optimize the layout of cruise ports, improve cruise supporting service functions, improve the port area and surrounding transportation infrastructure, and promote the characteristic development of coastal cruise ports. Improve the informatization and intelligence level of cruise material procurement, and improve the inspection and supervision system suitable for international distribution business.
Constantly stimulate market potential. Encourage enterprises to innovate and enrich cruise tourism products, integrate Chinese traditional cultural elements into route development and tourism services, and enhance their attraction to global tourists. Focusing on the featured consumer markets such as silver economy, we will provide more accurate and convenient tourism services for the elderly and other specific groups, improve the cruise service level, and further expand the tourism market.
