A key case taught a profound lesson

This case is the first retention case after the launch of the special rectification of corruption in the field of water conservancy project construction in Heilongjiang Province, and it is also one of the key cases listed and supervised by the provincial discipline inspection commission.
The case handler of Tongjiang Municipal Commission for Discipline Inspection and Supervision told the reporter that Shi Detao entered the water conservancy system in 1992 and has been engaged in water conservancy project construction for 30 years, and has been involved in corruption for more than 10 years.
In 2009, Tongjiang City suffered from moderate drought and needed to carry out well drilling and drought relief work. The farmland management station of the Municipal Water Affairs Bureau where Shi Detao worked was the main leading unit. In the position of deputy stationmaster, he first accepted bribes from this drought.
In order to be allocated to a good section with flat terrain and easy drilling, some drilling teams found Shi Detao to intercede. Shi Detao worked in a dark box and arranged 10 drought resistant well projects with centralized well locations and low construction difficulty for the drilling crew. After the drilling team gained profits, it sent 50000 yuan to Shi Detao.
In 2019, the field supporting project of Sancun Irrigation District in Tongjiang City and the third phase treatment project of Lianhua River were launched successively. Shi Detao is responsible for the supervision and approval of engineering projects. An engineering survey and design company obtained the "Survey and Design of Lianhua River Treatment Project (Phase II) (Phase III)" project from Tongjiang Water Conservancy Engineering Construction Service Center by way of bidding. In December 2021, Shi Detao asked Guan Mou, the project leader of the survey and design party, for 20000 yuan on the ground that he needed to work in Harbin.
Half a year later, Guan sent money to Shi Detao again because he still did not agree to pay the design fee. At Shi Detao's office, Guan handed him the envelope containing cash and requested to pay the design fee as soon as possible. After collecting the money, Shi Detao said that he would coordinate and solve the problem as soon as possible, but until Shi Detao was retained, there was still part of the design fee unpaid.
The investigation found that Shi Detao not only provided help and sought benefits for enterprises and others in undertaking water conservancy projects, allocating funds and other aspects, illegally received property, but also engaged in profit-making activities in violation of regulations by operating hookers, participating in diesel sales and other forms. In the end, Shi Detao was "double opened".
In January 2023, Shi Detao's suspected bribery case was heard in Tongjiang People's Court according to law. The Supervision Committee of Tongjiang Municipal Commission for Discipline Inspection organized more than 90 people from "top leaders" of local units related to water conservancy project construction and leading cadres of key posts to attend the court hearing and receive warning education on site. In February 2023, Shi Detao was sentenced to three years and ten months in prison and fined 200000 yuan for bribery.
Corruption cases in the field of water conservancy project construction show regional and industrial characteristics
For some time, the complaint department of the discipline inspection and supervision organ of Heilongjiang Province has received a number of complaints about corruption in the water conservancy system. Water conservancy projects in Heilongjiang Province mainly include 7 categories, including farmland water conservancy, flood control, water supply and drainage, water and soil conservation, comprehensive water conservancy and hydropower projects. The project construction process involves many links such as survey and design, land approval, bidding, supervision, construction, acceptance and audit. The competent supervision departments of the project include development and reform, finance, water conservancy, agriculture and rural areas, and the implementation subjects are government departments, institutions and enterprises in the city (prefecture), county (city, district) and other counties where the project is located.
"Water conservancy project construction projects in the whole province are characterized by strong professionalism, complex technology, large number of projects, large investment scale, many departments involved, long-term closed operation and so on." The case handling personnel of the Tongjiang Municipal Commission for Discipline Inspection and Supervision said that, taking the case of Shi Detao as an example, he constantly set up barriers and demanded bribes in various links such as project promotion, project acceptance and fund transfer, and successively accepted bribes from several companies in the construction, supervision and other links of the project. "At the beginning, it was paid for services, but later it evolved into not paying for services, and later it was not paid for services."
Strive to find out outstanding problems, keep an eye on them
In November 2022, the Supervision Committee of the Commission for Discipline Inspection of Heilongjiang Province issued the Work Plan for Special Rectification of Corruption in the Field of Water Conservancy Project Construction, established a special rectification coordination group, strengthened supervision according to its responsibilities, focused on its own level, led the system, promoted the grassroots, and promoted the responsibility to the end.
"Focus on the supervision and inspection of the implementation of the major decisions and arrangements of the CPC Central Committee on water conservancy project construction and the requirements of the provincial party committee, water conservancy project construction and operation management", "focus on water conservancy project funds, and strive to find outstanding problems in the field of water conservancy project construction"...... After the work plan was issued, the second round of inspection tour of the Heilongjiang Provincial Party Committee was completed, The 14th patrol group carried out special patrol on water conservancy project construction to the Party Leadership Group of the Provincial Water Resources Department.
At the same time, special patrols of relevant cities and counties were launched simultaneously. Suihua Municipal Party Committee has set up 11 patrol teams, stationed in the Municipal Water Affairs Bureau and 11 county (city, district) water affairs bureaus, and achieved full coverage of special patrol for water conservancy project construction through cross promotion. In less than two months, Tongjiang City completed the repair of flood damaged levees and other projects on time, meeting the flood control standards.
