Adhere to no restricted area, full coverage and zero tolerance, adhere to heavy containment, strong pressure and long-term deterrence, adhere to the joint inspection of bribery, and resolutely reduce the stock and focus on curbing the increase. ”At the Second Plenary Session of the 19th Central Commission for Discipline Inspection held in January this year, General Secretary Xi Jinping put forward requirements for anti-corruption work in 2018.

Since the beginning of this year, the Central Commission for Discipline Inspection and the National Supervision Commission have been "fighting tigers" non-stop, including Miao Ruilin, the former vice governor of Jiangsu Province, who was recently investigated and dealt with. In the first November, more than 20 provincial and ministerial level cadres have been arrested, and the scope of investigation and treatment involves many fields such as the central ministries, local party committees, the National People's Congress, the government, and the CPPCC. Read the transcript of this year's "fighting tigers", There are six The major features deserve attention.

Feature 1: "Fighting Tigers" continues to cover key areas and key links

Consolidating and developing the overwhelming trend in the fight against corruption is the focus of anti-corruption work this year. By comparing the data of "fighting tigers" in recent years, it can be found that the number of provincial and ministerial officials investigated and dealt with by the Central Commission for Discipline Inspection this year is still "powerful". From Feng Xinzhu, the former vice governor of Shaanxi Province, the "first tiger" who was "captured" on January 3 this year, at least two provincial and ministerial level senior officials were notified every month on average (see the table above for detailed data).

About half of the positions of "Tiger" who fell out this year are current positions, and they are in charge of practical work in multiple key areas. For example, Nur Baikeli, deputy director of the National Development and Reform Commission and director of the National Energy Administration, Meng Hongwei, deputy minister of the Ministry of Public Security, Zeng Zhiquan, member of the Standing Committee of the Guangdong Provincial Party Committee and head of the United Front Work Department, Qian Yin'an, member of the Standing Committee of the Shaanxi Provincial Party Committee and secretary-general, and serving deputy governors of Jiangsu, Shandong, Jiangxi, Shaanxi, Guizhou and other provinces.

According to the communiqu é of the second plenary session of the 19th Central Commission for Discipline Inspection, this year's fight against corruption should focus on leading cadres who have not been restrained or stopped since the 18th National Congress of the Communist Party of China, focus on investigating and dealing with corruption cases where political and economic problems intertwined to form interest groups, and focus on solving corruption problems in key areas and links such as selection and employment, approval and supervision, resource development, and financial credit. It is worth noting that these issues are also mentioned in the punishment notification of the "tiger" who was dismissed from his current job.

Feature 2: "Fighting the Tiger" constantly highlights the role of patrol sword during the central inspection

In February this year, less than half a month before the Spring Festival, the first round of inspection of the 19th CPC Central Committee officially kicked off. In addition to "bringing sub provincial cities into the patrol deployment for the first time" and "extending the patrol time from two months to three months", this round of inspection has also attracted much attention.

At 23:00 on the evening of April 1, the website of the Central Commission for Discipline Inspection announced that Wang Xiaoguang, former member of the Standing Committee of the CPC Guizhou Provincial Committee and vice governor of Guizhou Province, had been investigated; At 22:30 p.m. on May 4, the website of the Central Commission for Discipline Inspection once again released the news that Pu Bo, the vice governor of Guizhou Province, was under investigation for serious violations of discipline and laws. "Pu Bo was investigated only a few months after he was promoted to vice ministerial level across the province, which broke the previous record of provincial and ministerial level officials being investigated." Some media commented on his fall.

Previously, on February 22 this year, the fourth patrol group of the Central Committee entered Guizhou Province. With the investigation of Pu Bo, two provincial and ministerial cadres in Guizhou have been "uncovered" during the inspection of the Central Inspection Group, which once again demonstrates the power of the central inspection sword. According to the feedback of this round of inspection, corruption problems in some places or units have a large stock and are still increasing, and the phenomenon of no stop and no convergence has not been completely curbed. In some places, the stock of corruption is relatively large, and there are many new violations of discipline and laws. Among them, the first round of special inspection on personnel selection and employment found 954 problems of omission, involving more than 1000 cadres and enterprise leaders at or above the deputy county level.
