The reporter learned from the Ministry of Education on the 14th that recently, the General Office of the Ministry of Education issued the Notice on Carrying out the Action of "Standardizing the Management Year" of Basic Education (hereinafter referred to as the Notice), making important arrangements to further improve the modern governance of basic education, clean up and punish the violations of laws and disciplines and the behaviors that violate the laws and regulations of education.

The Notice specifies the "three key points of regulation" and the "twelve negative lists", and requires the focus of regulation on three aspects: the loss of safety bottom line, the disorder of daily management, and the lack of ethics of teachers. The negative list includes: no wrong words and deeds such as anti party and anti socialism, distorting history, beautifying aggression, etc. are allowed; It is strictly prohibited to bully students with more than one, the weak with the strong, the small with the big, or teachers ignore and connive at student bullying on campus; It is strictly forbidden for compulsory education schools to organize various examinations for the purpose of selecting students, or to use various competition certificates as the basis for enrollment; It is strictly prohibited to arrange students' work and rest in violation of national regulations on students' sleep time, or occupy students' "ten minutes between classes" rest in various ways; It is strictly prohibited to assign operations that exceed the total amount and duration specified by the education administrative department, or assign repetitive and punitive operations.

The Notice requires all localities to improve "four systems". First, establish a reputation evaluation system to truthfully record the non-standard school running and management behavior of local education departments and schools, which can be used as an important reference for schools and teachers to evaluate excellence and reward. The second is to establish a capacity improvement system, establish a number of standardized primary and secondary school kindergartens to run base schools, orderly organize secretaries and school (kindergarten) leaders to follow the post and study in the base schools, and strengthen specialized training for standardized school running. The third is to establish a responsibility implementation system, strengthen territorial management, shift the focus downward, and increase the punishment of illegal school running. Fourth, establish a supervision and exposure mechanism, unblock the reporting channels for illegal school running, establish an exposure platform, and strengthen the construction of social supervision forces.

Zhang Zhiyong, member of the National Committee of the Chinese People's Political Consultative Conference and professor of Beijing Normal University, believes that standardizing school running according to law is an inevitable requirement for building a good educational ecology. The Ministry of Education launched the year of standardized management of basic education, whose fundamental purpose is to clean up and rectify all kinds of utilitarian and short-sighted educational behaviors that violate the educational purpose, educational laws and educational science in the field of basic education. "This is the specific action of the education system to focus on the party discipline learning and education activities, use the rule of law thinking and method, accelerate the modernization of education governance, and comprehensively build a good education ecology."
