On the System Innovation of Patrol Work from the "Regulations of the Communist Party of China on Patrol Work"

Since the 18th National Congress of the Communist Party of China (CPC), the CPC Central Committee with Comrade Xi Jinping at the core has taken the full coverage of patrol inspection as the strategic institutional arrangement of intra party supervision from the perspective of the strategic layout of comprehensively and strictly governing the Party. In February 2024, the Central Committee of the Communist Party of China issued the newly revised Regulations on the Patrol Work of the Communist Party of China (hereinafter referred to as the Regulations), in which the special chapter of Chapter VIII "Patrol Work" was added to make special provisions on patrol work, highlighting the important position of patrol work in the patrol system, It fully reflects the CPC Central Committee's strong determination to attach great importance to the inspection work and deepen the practice of grass-roots management of the Party.

It has further refined and implemented the provisions of the Party Constitution on the inspection system at the level of internal laws and regulations. Since the Inner Party Supervision Regulations of the Communist Party of China revised in October 2016 proposed to promote the establishment of a patrol system by city and county Party committees, city (prefecture, prefecture, league) and county (city, district, banner) committees across the country have successively established a patrol system, set up patrol agencies, and comprehensively launched patrol work. In July 2017, the central government incorporated the establishment of the patrol system, the establishment of patrol agencies and the implementation of patrol supervision by the municipal and county Party committees into the revised patrol work regulations, and issued special opinions to comprehensively arrange the establishment of the patrol system by the municipal and county Party committees. In October 2017, the Party Constitution of the 19th National Congress of the Communist Party of China included the establishment of the inspection system by the municipal and county Party committees in the third paragraph of Article 14 of the Party Constitution, which is parallel to the implementation of the inspection system by the central government, provinces, autonomous regions, and municipalities directly under the Central Government and the inspection work carried out by the central units. Since then, the 19th and 20th Central Inspection Work Plans and the Opinions on Strengthening the Linkage between the Up and Down Patrol Work have all made further provisions on the inspection work. The practice and exploration of city and county inspection practice and the system have been integrated and constantly promoted in depth. This revision of the patrol work regulations has a separate chapter to make comprehensive provisions on the patrol system, which effectively responds to the needs of the Party's supervision practice. So far, the provisions of the patrol system have been more specific and detailed in the Party's laws and regulations.

Realized the further connection of relevant laws and regulations of patrol inspection. Realizing the connection between laws and regulations is the requirement of constantly improving the system of laws and regulations within the Party. This revision of the Regulations focuses on interaction and docking with the existing inner-party laws and regulations, realizing the further connection of the relevant inner-party laws and regulations. There are two aspects.

First of all, it has achieved the connection between the inspection and patrol system and the normative documents within the Party, such as the Opinions on Strengthening the Linkage of Inspection and Patrol, the Opinions on the Establishment of the Inspection System by Municipal and County Party Committees, and the Central Inspection Work Plan (2023-2027). As a policy proposition and work deployment in the field of inspection and patrol work, the above normative documents make specific arrangements for inspection and patrol work, especially for inspection and patrol work. This revision of the Regulations has raised the mature experience in the above normative documents to the level of intra party laws and regulations, and further improved the authority, standardization and deterrent power of the inspection system on the basis of the legitimacy and rationality of the inspection system. At the same time, the revised patrol work regulations clarify the contents that have not been resolved or cannot be created in the normative documents. For example, the village (community) party organization was explicitly included in the inspection scope of the county-level party committee, and the relevant problems in the operation level of the inspection work were clearly determined in combination with the actual situation, which realized the complementarity and mutual promotion between the inspection work regulations and the relevant normative documents.

Secondly, it realized the further connection between the patrol system and the CPC's internal laws and regulations such as the CPC's Internal Supervision Regulations, the CPC's Disciplinary Punishment Regulations, and the CPC's Accountability Regulations. As the inner-party laws and regulations regulating the supervision and guarantee of the Party, the above-mentioned inner-party laws and regulations clearly stipulate the inspection and patrol supervision, the investigation and punishment of violations of discipline and laws in the inspection and patrol field, and the accountability of dereliction of duty and dereliction of responsibility. For example, the Regulations on Accountability of the Communist Party of China stipulates that the relevant party organizations or leading cadres of the party should be held accountable for "the failure of leaders in patrol inspection and inspection work, the failure to implement the rectification requirements for patrol inspection and inspection, and the failure to be held accountable, resulting in serious consequences". This revision of the Regulations comprehensively stipulates the main body of patrol work, the objects of municipal and county Party committees, the contents of patrol supervision, etc., provides unified norms and standards for patrol work, and provides a more authoritative and accurate basis for Party rules for handling disciplinary violations and accountability for dereliction of duty in the patrol field.

It has provided institutional design and practical support for promoting the extension of strict Party governance to the grass-roots level. We will improve the system of comprehensively and strictly governing the Party, and consolidate the foundation of the Party's governance. Grass roots are the foundation. The implementation of the political responsibility of managing the Party and governing the Party at the grass-roots level is an integral part of the system of comprehensively and strictly governing the Party. In this revision of the Regulations, a special chapter was set up to make specific provisions on patrol work, further highlighting the important position of patrol work in the patrol system, taking full account of the characteristics of patrol work, on the one hand, it is regarded as an important part of the party's patrol work, so that its guiding ideology, political objectives, functional positioning The working principle shall be highly consistent with the patrol work; On the other hand, it is necessary to clarify the organizational leadership, institutional responsibilities, working procedures, methods and authorities of patrol work and other operational issues, refer to the requirements of patrol work and determine in combination with the actual situation. These top-level system designs help the Party organizations that organize and carry out inspection work more accurately grasp the characteristics of inspection, and improve the quality and efficiency of inspection and supervision. It can be said that this revision provides a strong intra party legal guarantee for the high-quality development of patrol work, helps to promote more scientific, standardized and effective patrol work, and also provides strong support for the practice of grass-roots party management. Guided by the newly revised Regulations, we will do a good job of city and county inspection. First, adhere to the orientation of political supervision and unswervingly deepen political inspection. This revision of the Regulations clearly pointed out that the patrol work "should adhere to the orientation of political supervision", and made specific provisions on the content of political supervision, providing more specific intra party laws and regulations for patrol political supervision. To implement the newly revised Regulations and do a good job of patrol inspection in the new era and new journey, we must adhere to the political supervision orientation of patrol inspection. Implement the inspection work policy and the discourse system of political inspection to the specific contents and standards of inspection and supervision, and ensure the correct direction of political inspection; Always focus on the overall situation, review, plan and promote patrol work from a political perspective, ensure that political guidance runs through the whole chain and all links of patrol work, and ensure the political effect of patrol work; Keep the political concentration of patrol, focus on power and responsibility, insist on finding, analyzing and promoting the solution of problems politically, and give full play to the role of patrol politics as a "microscope" and a "searchlight"; Closely combining with the characteristics of the grass-roots level, we should timely find and promote solutions to problems such as the weakening of the leadership of the grass-roots party organizations, the lack of Party building, and the ineffective comprehensive strict governance of the Party, so as to transmit the "strict" standard to the grass-roots level and open up the "last mile" of comprehensive strict governance of the Party.

Second, improve the quality of inspection and supervision, and promote the inspection work to play a greater role in the system of comprehensively and strictly governing the Party. This revision of the Regulations, on the basis of highlighting the unity of inspection and patrol objectives and requirements, fully considered the actual situation and characteristics of the grass-roots level, leaving room for inspection and supervision to play a subjective role and creativity. To implement the revised Regulations, we should actively use this institutional advantage, further identify the positioning of patrol supervision in the system of comprehensively and strictly governing the Party, highlight the characteristics of patrol supervision directly at the grass-roots level, improve the quality of patrol supervision, and promote the patrol work to play a greater role in the system of comprehensively and strictly governing the Party. Strengthen the innovation of patrol work, actively innovate the organizational form and working methods for the key and difficult problems of patrol work, explore ways and methods that are consistent with the reality of the grass-roots level and easily accepted by the masses, and improve the pertinence and effectiveness of patrol supervision. Strengthen the application of achievements, strengthen the connection between political inspection and effective governance, focus on all kinds of resources required by grassroots supervision and governance, and constantly carry out systematic integration to realize the leap from form to quality of resource agglomeration effect.
