Editor's Note: General Secretary Xi Jinping pointed out that in today's world, scientific and technological revolution and industrial transformation are changing with each passing day, and the digital economy is booming, profoundly changing the way of human production and life, which has a profound impact on the economic and social development of countries, the global governance system, and the process of human civilization. The three departments of People's Daily Online, CPC News Network and People's Daily Online, All Media Production jointly launched the People's Lecture, Frontier series, inviting authoritative figures or leaders in the fields of economy, science and technology to share their knowledge, experience and perception of frontier knowledge, discuss the challenges people face in the future and the direction of social development, and improve the Party members and cadres' awareness of scientific and technological change Please pay attention to the cognition of digital economy and other fields.

Highlights:

Digital city originated from the construction of "information highway" that swept the world in 1993. The establishment of the Internet and mobile network has enabled our society, countries and cities to access the Internet. What we did was the national information infrastructure. From the United States to Europe, as well as to China, we have done it from 1993 to 1995. The mountains, mountains and rivers of the real world and real cities built their two-dimensional and three-dimensional urban models, traffic models and terrain models by various means, and then put them on the Internet for circulation. In 1998, we found that there was a digital earth outside the earth, and there was a digital China on the network, which was the earliest stage called digital city. By 2006, a new concept, called Internet of Things, had been put forward by enterprises all over the world. The Internet of Things provides big data, which needs to be analyzed, calculated and processed. It depends on ubiquitous cloud computing to operate it. Adding cloud computing and the Internet of Things, it forms a new stage of the so-called smart city. With the addition of artificial intelligence, big data and other technologies, our smart city has developed to a new height, called a new smart city.

The bottom layer of digital city construction is to put the digital maps, satellite images, street view images, three-dimensional models of cities, models of terrain fluctuations on the ground, street view and other spatial and non spatial data describing real China and real cities on the Internet, which constitute the real data reflecting real cities and the real world on our digital network, Let's enjoy it.

The construction of smart cities will greatly help urbanization, industrialization, informatization and agricultural modernization. Since we have some latecomers compared with the West and started a little later, the latecomers have their advantages. For example, the demand is very strong, and the national strength and capital preparation are also more sufficient than the West. We can achieve a low-carbon, green and sustainable China by focusing on the construction of smart cities, smart China, and digital China.

Smart city construction should focus on three directions: government affairs, industry and people's livelihood. We should adhere to a set of standards and a map for a city, establish a unified cloud platform and a unified operation management center, make this center intelligent and become a city's brain, so that we can constantly improve the service level of the city, let all walks of life share it, make it green, open and serve the people. It is necessary to drive the intelligent progress of the whole city through accurate and real-time data capture. We need to focus on coordination, integration, people-oriented, and in-depth sharing in all walks of life. At the same time, we need to introduce intelligent perception or cognition, adhere to continuous innovation, and achieve safe and controllable. To survive and multiply well, we should focus on smart security, smart environmental protection, smart energy, smart urban management, smart planning, smart community, smart elderly care, smart home and so on.

Urban intelligence requires a smart city operation brain based on cloud computing, which we all call urban brain now. Smart city is a digital twin of real city on the Internet, its The purpose is to manage our real city well, so that we can better live, study, work, create value and enjoy various cultural entertainment in the city. A city should have a chief operating officer, an office and an expert committee to guide this matter. Focus on urban IT operation, big data center, urban management emergency command system and big data value-added service system. Big data is valuable. Through its analysis, we can find the laws of people's actions, the laws of the sales market, and people's hobbies. We should constantly improve our social activities according to this.

The big data of smart city is an ecological chain, including data collection, processing and storage. At the same time, the data must be cleaned, and its rules and knowledge must be fully mined to provide decision-making control, which is a complete ecological chain. To form such an ecological chain, big data can be used for intelligent operation monitoring, command and dispatching of cities.

The government should adjust measures to local conditions and fully combine the needs of the actual situation of the city. After the smart management of cities, visualization, controllability and intelligence make cities predictable, can be evaluated, can continuously optimize cities, and work efficiency will be improved. Now the whole country has implemented many times of office work, solving problems once, and not going out to solve problems online. These are some new features of the implementation of digital cities and smart cities throughout the country. All our enterprises can use the big data of smart cities to reorganize production resources, improve business models, obtain greater benefits, and reduce pollution. And citizens can enjoy the services of smart city from birth, medical care, education, employment, marriage, childbirth, pension, and the whole process of life, so as to improve the happiness of residents.

In real cities, there are still problems that can not be solved by the intelligent management of smart cities alone. For example, the urban land subsidence, the impermeable area of the ground surface in megacities is becoming larger and larger, and the resistance to floods and rainfall is reduced; There are more and more people working in megacities, and there is a phenomenon of living in cramped houses. Living conditions should be improved; Infrastructure can't keep up with the development of cities, etc. Smart cities cannot solve these problems. We should return to real cities and focus on the improvement of urban design, planning and infrastructure construction. We use all kinds of modern information-based means and artificial intelligence means, give play to our advantages and strengths, gather the wisdom of Chinese people, build a digital China, and promote the development of the digital economy.
