Strengthen the basic requirements of abiding by work discipline

"It is a matter of hanging your head in a revolution". At that time, the documents were to be sealed with liquid medicine, and the transmission was to avoid the enemy's search through secret traffic. During this period, it was particularly emphasized that "the implementation of secret work should become an important part of the Party's discipline". All "irresponsible legends about the secrets of the Party" and "failure to observe the meeting time" are not allowed by the Party. "All actions that violate the secret work should be severely disciplined without hesitation". During the Long March, a 12 person transportation team strictly abided by the work arrangement of the Party organization, went through thousands of hardships, and carried many important original files and documents in the early days of the founding of the Party to northern Shaanxi, which were well preserved, reflecting our Party's extreme responsibility for work and strict observance of discipline.

Xibaipo is a place for rules. During the Xibaipo period, our Party formulated more than 20 mature and operable work disciplines. In June 1947, when Mao Zedong drafted the instruction on confidentiality for the Central Committee of the Communist Party of China, he stressed that "any document sent by the Central Committee's secret telegram in the future shall not be printed and distributed without the permission of the Central Committee." "Private persons shall not record confidential events of the Party, the government and the military and shall not carry such notebooks." In order to overcome problems in the work of the Party and the military during this period, Our party has also established and improved the system of asking for instructions and reporting, ensuring the implementation of major decisions made by the Party Central Committee.

Since the reform and opening up, our party has continued to strengthen the construction of the party's work discipline, emphasizing that "the system is the decisive factor", focusing on the role of the system, effectively improving the party members' sense of discipline and sense of discipline, so that the construction of work discipline can form a more stable rigid constraint. On June 4, 1948, the Discipline Code of the Northeast Field Army Entering the City approved by the Military Commission specifically stipulated the discipline of entering the city: protecting people's lives and property, factories and stores, schools, hospitals, scientific and cultural institutions, urban public equipment, places of interest and buildings; To implement the policy of confiscating and returning to the public, the "four no's" were put forward, that is, no competition, no destruction, no free use and no ambush. After the liberation of Shanghai, Chen Yi pointed out that we must be disciplined when entering Shanghai, and we must oppose the state of undisciplined. "Discipline in entering the city is the beginning of the policy of entering the city, and it is a gift to meet the citizens.". After his opinion was reported to the Central Military Commission, he soon received a telegram from Mao Zedong saying, "Very good, very good, very good!"

Since the reform and opening up, the Central Committee of the Party has formulated and issued a number of intra party laws and regulations, refined various situations of violating the Party's work discipline, clarified the corresponding provisions on Party discipline punishment, and provided important guidelines for strengthening the Party's work discipline construction under the market economy. Since the new era, the Central Committee of the Party has emphasized the important role of the Party's internal laws and regulations in the construction of the Party's work discipline, standardized the use and operation of power, and further incorporated ineffective performance and inaction into the accountability situation, established the correct direction with clear disciplinary norms, and constantly promoted and regulated party members and cadres to perform their duties and responsibilities.

Attach importance to maintaining good work style

History and practice have repeatedly proved that a good work style is an important guarantee for the smooth development of all work. At the beginning of the Great Revolution, with the growing ranks of Party members, there were some undesirable phenomena in the Party, such as unstable ideals and beliefs, bureaucracy, etc. In response to these situations, in August 1926, the "Notice on Resolutely Cleaning up Corruptors" "specially instructs the Party headquarters at all levels to quickly review their comrades", requiring "immediate implementation and reporting the results to the Central Committee is essential", which shows the strong determination of the Communist Party of China in its childhood to oppose bureaucracy, attach importance to and strengthen the construction of the work style. With the introduction of various rules and regulations and the serious treatment of a group of party members and cadres who violate discipline, the political ecology has been greatly purified and the purity and advancement of the cadre team has been guaranteed. On December 2, 1933, the Red China newspaper wrote a special article listing various manifestations of bureaucracy at that time, including: no work plan, no participation in meetings, no speech at meetings, no organizational work, no investigation and research, no reporting work, no handling of even the minimum documents, and even no memory of the names of the working objects contacted, etc. In response to these work style problems, the documents issued during the Central Soviet Area clearly pointed out that "every revolutionary people has the right to expose the mistakes and shortcomings of Soviet workers." The right to judge the work of cadres and their effectiveness is handed to the people.

After the founding of New China, the Central Committee of the Communist Party of China was prepared for danger in times of peace and attached great importance to the construction of the Party's work discipline. In November 1949, the Central Committee of the Communist Party of China issued the Decision on the Establishment of the Central and Party Discipline Inspection Committees at All Levels. Immediately, commissions for discipline inspection at all levels, from the Central Committee to the local county level and above, and the army regiment level and above, were set up. Soon, it became a working department of Party committees at all levels according to regulations. This has provided an important starting point for supervising Party members and cadres to perform their duties and correct unhealthy practices such as bureaucracy within the Party.

In the new era, the CPC Central Committee with Comrade Xi Jinping at its core has broken through the formulation and implementation of the CPC Central Committee's eight point rule, and has made great historic achievements in style building, consolidated the foundation of the Party's governance, and created a new situation of strict Party governance.

The great practice of building the Party's work discipline for more than 100 years has accumulated valuable historical experience. We should always strengthen the sense of work discipline, establish a firm bottom line thinking, and consciously tighten the root of work discipline. We should always highlight the problem orientation, pay attention to the construction of intra party laws and regulations, constantly improve relevant intra party laws and regulations, and play the role of supervision and protection of intra party laws and regulations. The Party's work discipline is not isolated, but closely linked with political discipline. It is necessary to maintain the intensity of punishment for those who violate the discipline, which not only highlights the role of the Party's work discipline in regulating guidance, control and restraint, but also plays the role of rigid discipline in warning, warning, punishment and deterrence. Party discipline education is the basic means to strengthen the Party's work discipline construction. General Secretary Xi Jinping pointed out that "we should carry out in-depth discipline education, strengthen learning, publicity and education, so that Party members and cadres can enhance their sense of discipline, and engrave the Party Constitution, Party rules and Party discipline in their hearts". Looking back at the history of the Party, whenever a major historical juncture, whenever faced with new situations and tasks, our Party has effectively improved the discipline of Party members through the study and education of Party discipline, providing a strong organizational guarantee for the smooth implementation of the Party's work.
