Beijing, May 20 (reporter Wei Zhezhe) The reporter learned from the Supreme People's Court that the "2024 Blue Book of the Rule of Law · Report on the Development of Informatization in Chinese Courts", jointly sponsored by the Institute of Law of the Chinese Academy of Social Sciences and the Social Sciences Academic Press, was recently held in Beijing. The Blue Book of the Rule of Law summarized the progress made by the people's courts in informatization last year, It also objectively evaluated the progress of court informatization construction nationwide.
Last year, the Information Center of the Supreme People's Court set up AI engine platform, laws and regulations query and other large model application scenarios; Complete the integrated management of 11 basic AI capabilities, and integrate online voice recognition, offline transcription and other functions in the case handling system and the unified desktop; Complete the construction of the unified framework and portal of the knowledge base.
After the informatization transformation, the litigation service centers of courts across the country have generally integrated the functions of litigation guidance, case registration, legal interpretation and question answering, letters and visits reception, judicial assistance, mediation and quick adjudication; The online litigation service platform, the people's court online service applet, the people's court lawyer service platform, the online refund system, and the people's court mediation platform are increasingly mature, and enterprises and the masses can choose "fingertip litigation".
The rule of law blue book showed that by the end of last year, the people's court platform was vertically connected to the internal and external network systems of the four level courts, horizontally interconnected with various mediation platforms, and provided full process online mediation services for the parties. By the end of last year, more than 100000 mediation organizations and 410000 mediators had settled in, and nearly 10000 people's courts and 127600 grass-roots governance units had settled in the court mediation platform, so as to achieve "one platform mediation, full process online, menu based services, and integrated dispute resolution". Last year, 17.47 million disputes were mediated by courts across the country before litigation, and 12.04 million were successfully mediated. 40.3% of civil and administrative disputes brought to courts were resolved before litigation through mediation.
