We will make political supervision more specific and regular. Implement the Opinions of the Central Committee of the Communist Party of China on Strengthening the Political Construction of the Party, fulfill political responsibilities, strengthen supervision and inspection, resolutely correct prominent problems such as the weakening of political awareness, the weakening of the Party's leadership, the weakening of party building work, and the softening of responsibility implementation, and urge the whole party to achieve "two safeguards". Focusing on major decisions such as adhering to the principle of seeking progress while maintaining stability, implementing new development concepts, and achieving high-quality development, we will strengthen political supervision by focusing on major deployments such as deepening supply side structural reform, deepening reform and expanding opening up, fighting three major battles, ensuring and improving people's livelihood, and comprehensively completing the work of "six stability". We will improve the mechanism for implementing the major decisions and arrangements of the Central Committee of the Communist Party of China and the important instructions, instructions, supervision and accountability of General Secretary Xi Jinping, promote all departments in all regions to learn the profound lessons learned from the illegal villa construction in Xi'an at the northern foot of the Qinling Mountains, focus on the special treatment of corruption in the civil air defense system, urge the rectification of problems in the planning and natural resources fields, and deepen the illegal greenhouse construction in Hebei, Guangdong, etc Illegal villas were checked and rectified, and Yunnan, Qinghai, Ningxia, etc. strengthened supervision and accountability for typical problems in the field of ecological environmental protection. Create a good atmosphere of positive conduct, discipline and anti-corruption. Vigorously publicize Li Xia and other discipline inspection and supervision front era models and advanced models. Actively integrate into the overall pattern of the Party's propaganda work, actively promote the media integration reform of the Central Commission for Discipline Inspection and the National Supervision Commission, give full play to the advantages of online newspaper integration, timely and accurately deliver the voice of the Party Central Committee, and effectively guide public opinion. Published the Warning Record of Investigating and Dealing with Cases of Violating Discipline and Illegal Party Members and Cadres since the 19th National Congress of the Communist Party of China, produced a feature film of National Supervision, and a warning film of Questioning the Original Intent to cultivate the value of integrity. Timely release the information of review and investigation, patrol and inspection, report and expose typical cases, and strengthen the supervision of the masses and public opinion.
（2） Adhere to the fundamental political position of taking the people as the center, and deepen and expand the rectification of corruption and style problems around the masses
From top to bottom, we comprehensively addressed the outstanding problems reflected by the masses. The Central Commission for Discipline Inspection and the National Supervision Commission strengthened research and guidance, urged and promoted the implementation of various policies of the Party Central Committee to benefit the people, combined with the special rectification of eight aspects of theme education, took the lead in working with 15 central state organs and departments, focused on four aspects and 14 projects, corrected the problem of ignoring and infringing the interests of the masses, and announced the results of the special rectification work in four batches. All regions and departments take solving the difficult points, the most urgent, the most worried and the most desired problems that the masses have strongly reflected as the top priority, and carry out centralized rectification by classification and classification.
We will deepen special governance in poverty alleviation. Focusing on deep poverty areas such as "three districts and three prefectures", pay close attention to the potential risk of fund management of poverty alleviation projects, and resolutely investigate and deal with problems such as embezzlement, false reports, false claims, withholding and misappropriation, and preferential treatment. We will do a good job in patrolling, inspecting, and rectifying the special poverty alleviation project, and around the implementation of policies, responsibilities, and work styles, we will urge and correct outstanding problems such as inaccurate grasp of poverty alleviation standards, inadequate implementation of "two no worries, three guarantees", and unstable policies after poverty alleviation. We will seriously investigate and deal with the "face project" and "image project", and the Shandong, Gansu and Xinjiang Production and Construction Corps will focus on combating formalism and bureaucracy in the field of poverty alleviation. A total of 85000 cases of corruption and style problems in poverty alleviation were investigated and dealt with nationwide, and typical cases were analyzed to promote drawing inferences from other cases and continue to deepen the correction.
Thoroughly investigate corruption and "protective umbrella" related to mafia and evil. We will combine anti mafia with grassroots "fly swatting", strengthen coordination with political and legal authorities, formulate policies related to solving the "umbrella" problem of investigation and handling, comprehensively examine and arrange the clues of transfer problems, and focus on supervision, and synchronously file and investigate major and complex cases. On the spot guidance was given to investigate and deal with the responsibility and corruption problems behind the cases involving mafia and evil, such as Sun Xiaoguo in Kunming, Yunnan Province, and Yu Wenbo and Yang Guang in Hulan District, Harbin, Heilongjiang Province. Shanxi, Shaanxi and other provinces have established a "joint point package" mechanism and resolutely "break the net with an umbrella". A total of 38000 cases involving mafia, corruption and "umbrella" issues were investigated and dealt with nationwide, 32000 people were given party discipline and government sanctions, and more than 4900 people were transferred to procuratorial organs for suspected crimes.
We will resolutely investigate and deal with violations of people's interests in the area of people's livelihood. Insist on in-depth investigation by industry and field, and focus on solving problems that infringe on the interests of the masses in education, health care, ecological environment protection, food and drug safety, etc. All regions carried out special governance such as "one card" management of financial subsidies and rural subsistence allowances. Hainan, Chongqing, Sichuan, etc. improved the supervision and management mechanism of funds for the benefit of the people, and increased efforts to rectify. A total of 104000 cases of infringement on the interests of the masses in the field of people's livelihood were investigated and dealt with nationwide, 132000 people were dealt with, and the sense of gain, happiness and security of the masses was constantly enhanced.
（3） Deeply implement the spirit of the Central Committee's eight point rule, and constantly rectify the "four styles"
Conscientiously implement the spirit of General Secretary Xi Jinping's important instructions of "perseverance, continuous efforts and new achievements". The Central Commission for Discipline Inspection and the National Supervision Commission formulated the spiritual work opinions on promoting the implementation of the eight central regulations and their implementation rules, improved the statistical indicator system, and held a teleconference to make arrangements. The Central Commission for Discipline Inspection and the National Supervision Commission reported 31 typical problems in five batches. The national discipline inspection and supervision authorities investigated and dealt with 61000 cases of spiritual problems that violated the eight provisions of the Central Committee, dealt with 86000 party members and cadres, and imposed 66000 party and government disciplinary sanctions. They released a strong signal that the more closely they looked back, the more strict they enforced discipline.
Deepen the rectification of formalism and bureaucracy. We will follow closely the implementation of the decisions and arrangements of the Central Committee of the Communist Party of China, and resolutely address such issues as irreverence, indifference, empty statements, making momentum in response to the situation, inaction, slow action, and even sham action. We will implement the requirements of the CPC Central Committee's "Year of Reducing Burden at the Grassroots Level", promote leading organs and cadres to put themselves in the picture, and solve the problem of too many, too frequent, and too many inspections, checks, and assessments. The rectification of formalism and bureaucracy will be included in the key points of patrol, supervision and inspection, review and investigation, and the problem of formalism and bureaucracy in Fuyang City, Anhui Province will be seriously investigated and dealt with and reported to the whole Party. The national discipline inspection and supervision authorities have investigated and dealt with a number of typical cases in a centralized manner.
Build a long-term mechanism to correct the "four evils". Grasp the common problems and recurring problems, find out the crux and solve them by category, and promote the improvement of the system and regulations of allowance and subsidy distribution, meeting and issuance, official reception, supervision and inspection. The channel for supervision and reporting was unblocked. Inner Mongolia, Liaoning and other countries explored to build a big data supervision platform for the positive wind and discipline, and found clues to deal with problems in a timely manner. Use typical cases to carry out warning education, urge Party members and cadres to learn from them, and eliminate the root of wrong ideas from values and achievements.
（4） Deepen political inspection and inspection rectification, and further play the role of inspection sword
Stick to the orientation of political inspection function. Highlight the "two maintenance", focus on political responsibility, and focus on the implementation of the Party's line, principles and policies and the decisions and deployment of the Party Central Committee, the strategic deployment of comprehensive strict governance, the organizational line of the Party in the new era, and the inspection and rectification requirements, so as to accurately identify problems and correct political deviations. Organize the third and fourth rounds of inspections of the 19th Central Committee, and carry out inspections of 42 medium management enterprises and the party groups (party committees) of three industry competent departments, so as to complete the full coverage of the inspections of medium management enterprises; Party organizations of 37 central and state organs were inspected; "Looking back" on the rectification of the special inspection tour for poverty alleviation. The Central Inspection Group accepted more than 90000 complaints from the masses and handed over a number of problem clues to the Central Commission for Discipline Inspection, the State Supervision Commission, the Central Organization Department, etc. Party committees of provinces, districts and cities and some leading Party groups (Party committees) of central and state organs carried out inspections of Party organizations in 134 cities, 1011 counties, 1945 departments, enterprises and public institutions.
Perfect the inspection and rectification mechanism. Take patrol rectification as the touchstone to test "four consciousness" and "two maintenance", and compact the main responsibility of patrol rectification. Taking supervision and inspection of rectification as an important part of daily supervision, we vigorously urged the rectification of problems such as unfulfilled responsibilities and imprecise work for poverty alleviation, inadequate implementation of national strategies by some central enterprises, slow progress in major reform initiatives, and outstanding integrity risks. Inform the Party Central Committee, the leaders in charge of the State Council and the relevant functional departments about the inspection, and submit 15 special reports on inspection to the Office of the Central Committee for the Comprehensive Deepening of Reform. We will improve the reporting and review mechanism for inspection and rectification, and all rectification will be announced to the public.
Adhere to the integrated promotion of inspection and patrol. A national inspection work conference was held to make arrangements for improving the inspection pattern and promoting the in-depth development of inspection work. Carry out pilot inspection guidance and supervision in provinces, autonomous regions and cities, formulate guidance on inspection work of the Party leading groups (Party committees) of central ministries and commissions and central state organs, and promote the implementation of responsibilities and standardize work. The National Promotion Meeting of City and County Patrol Work was held to promote more focused and effective patrol supervision. All cities and counties throughout the country have carried out patrol work, covering 11000 towns, 59000 departments, enterprises and institutions, 225000 village level party organizations. Fujian, Guizhou and other innovative ways and methods, the inspection and patrol are synchronized, and the inspection and patrol cross mobility, and the quality of full coverage is constantly improved.
Strengthen the standardization of patrol work. The implementation measures of the leader responsibility system of the central inspection team and the post responsibilities of the deputy leader were introduced, and the leadership system and working mechanism of the inspection team were improved. Establish a cooperation mechanism between the central inspection agency and the relevant departments of the Central Commission for Discipline Inspection and the State Supervision Commission, and strengthen coordination and cooperation with the organization, audit, petition and other departments. Strengthen the informatization construction and improve the scientific level of patrol work.
（5） Strengthen the basic responsibility of supervision and strictly and accurately enforce discipline and accountability
Deepen and fulfill supervision responsibilities. Adhere to high-quality supervision to promote high-quality development, focus on "key minorities", strengthen daily supervision, run through ideological and political work and mass work, and strengthen close and regular supervision through individual talks, participation in democratic life meetings, and making disciplinary inspection and supervision suggestions. Deepen the use of "four forms". Adhere to the principle of "learning from past mistakes to avoid future ones" and "curing the disease to save the patient", strictly control the combination of love and kindness, pay equal attention to incentives and constraints, comprehensively consider the factual evidence, attitudes and standards of quantity and discipline enforcement, and accurately and properly use the "four forms". The national discipline inspection and supervision authorities used "four forms" of criticism and education to help and deal with 1.849 million person times. Make full use of the first form, with 1.246 million person times of interviews, letters, criticism and education, accounting for 67.4% of the total person times, including 457 person times of middle management cadres; In the second form, 463000 people were given light punishment and organizational adjustment, accounting for 25%, including 16 middle management cadres; Using the third form, 72000 people were given heavy punishment and major post adjustment, accounting for 3.9%, including 9 middle management cadres; Using the fourth form, 68000 people, accounting for 3.7%, were expelled from the Party and public office, including 20 middle management cadres, to deal with serious violations of discipline, laws and regulations, suspected of duty crimes, and sentenced for other crimes. Adhere to strict accountability, and resolutely investigate the responsibility of those who cause serious consequences or adverse effects due to weak "Four Consciousness", "Two Safeguards", inadequate implementation of "Two Responsibilities" for comprehensively strict governance of the Party, and ineffective performance of management and supervision responsibilities. Implement the requirement of "three distinctions" to prevent poor accountability and generalization and simplification. Promote the reform of post offices by category. We will implement the Opinions on Deepening the Reform of the Central Commission for Discipline Inspection and the Office of State Supervision and Delegation, deepen the reform of the discipline inspection and supervision system of colleges and universities under the central management of the party and state organs at the central level, enterprises under the central management, financial enterprises under the central management, party committee secretaries and presidents, endow them with corresponding supervision powers, and formulate assessment methods. Carry out the pilot reform of the discipline inspection and supervision system of vertical management units and some units with superior management as the main unit, and promote the reform of the discipline inspection and supervision system of central enterprises by the management leadership of the Party Committee of the State owned Assets Supervision and Administration Commission of the State Council. Strengthen the leadership over the reform of provincial, district and municipal accredited institutions, the local discipline inspection commission and supervision committee have fully completed the assignment of discipline inspection and supervision teams to the party and government organs after the institutional reform, and carried out the reform of the discipline inspection and supervision institutions of enterprises and public institutions managed by the local party committees according to local conditions. The dispatched offices of the national discipline inspection and supervision authorities handled 275000 problem clues, 83000 conversation letters, 210000 preliminary verifications, 66000 cases and 59000 punishments.
Perfect the system and mechanism. The Central Committee of the Communist Party of China promulgated and implemented the Rules for the Supervision and Enforcement of Discipline by Discipline Inspection Organs of the Communist Party of China, reviewed and approved the Regulations on the Supervision and Enforcement of Discipline by Supervision Organs, and strictly standardized the discipline enforcement and enforcement work of discipline inspection and supervision organs. To assist the Standing Committee of the National People's Congress in the legislative work of the Law on Administrative Punishment of Public Officials. In accordance with the requirements of the CPC Central Committee, we will comprehensively and orderly promote the special work of the supervision committee to report to the NPC Standing Committee at the same level, conduct joint research with the NPC Standing Committee and the NPC Supervision and Justice Committee, and form a special report. Actively connect with the trial centered litigation system reform, improve the case handling procedure and evidence standard connection mechanism, and promote mutual cooperation and restriction with judicial organs and law enforcement departments.
（7） We have promoted the fight against corruption in an integrated way, and we dare not, cannot and do not want to be corrupt. The fight against corruption has been overwhelmingly successful, and we have consolidated development
The comprehensive effect of the "three no" integrated promotion has fully emerged. Deeply grasp the major judgments and requirements of "overwhelming victory in the fight against corruption" and "the seriousness and complexity of the situation should not be underestimated at all", correctly grasp the internal links of "dare not", "cannot" and "do not want", and continue to deepen the treatment of both symptoms and root causes. Focusing on the reduction of stocks and zero tolerance to curb the increase, we did not stop after the 18th National Congress of the Communist Party of China (CPC), especially after the 19th National Congress of the Communist Party of China (CPC), if we still did not stop and boldly act, we found that one case was investigated and punished. The Central Commission for Discipline Inspection and the State Supervision Commission have 45 cadres in charge in case filing, review and investigation; 619000 cases were filed, reviewed and investigated by the national discipline inspection and supervision authorities, 587000 people were given party discipline and government sanctions, and 21000 people were transferred to the procuratorial organs for suspected crimes. Under the strong deterrence and policy call, 10357 people voluntarily surrendered, including 5 middle management cadres and 119 provincial management cadres. Deepen the promotion of reform by taking cases as a reference, strengthen the education of Party spirit and integrity, Anhui, Henan, Tibet and other provinces pay attention to finding loopholes in the system from typical cases, and urge relevant departments to deepen reform and improve the system.
We will seriously investigate and deal with corruption cases involving political and economic issues. We should first investigate political discipline, and resolutely investigate and punish Zhao Zhengyong, Qin Guangrong, Meng Hongwei, Chen Gang and other duplicities and duplicities who have no fear of political discipline and political rules, are disloyal, dishonest and seriously corrupt to the Party. We will thoroughly investigate the family style corruption of Yun Guangzhong, Zhang Maocai, Nur Baikeli, Qian Yin'an, Zhang Qi, etc., who seek personal gains from power and are close to each other. We will severely punish Li Shixiang, Bai Xiangqun, Jin Suidong, and other officials and businessmen who collude with each other and are willing to be "hunted".
