Part III     Effective treatment for all cancer patients

      Regardless of geographical differences and economic difficulties caused by cancer treatment, all people have the right to equal access to quality and efficient cancer treatment.

      The goals to be achieved by 2025 in the World Declaration on Fighting Cancer:

          ★ Strengthen the construction of cancer prevention and control systems in various countries to ensure the smooth progress of comprehensive, effective and patient-centered lifelong cancer prevention and control policies. (Objective 1)

          ★ Cancer patients can obtain timely and accurate diagnosis, multi-mode high-quality treatment, rehabilitation care, support and palliative treatment, including necessary drugs and medical technical services. (Objective 7)

          ★ Effective cancer pain control and psychological support services will be widely realized. (Goal 8)

If we work together, it is not far away to overcome challenges

★ Strengthen the construction of health system to better provide cancer prevention and health care services

★ Further meet the demand for basic anti-cancer drugs and treatment technologies

★ Reduce the economic cost of cancer for individuals, families and the government

Challenge

★ In many countries, the lack of resources in the health system and imperfect social security increase the difficulty for people to access cancer related services, and there are certain risks for economic development. Vulnerable groups, including women, often face some obstacles to early diagnosis and treatment, and children and adolescents often have difficulty in obtaining necessary anti-cancer drugs.

★ In resource deficient areas, there are many obstacles to meet people's demand for basic anti-cancer drugs and technologies, such as reasonable pricing of vaccines and legislative restrictions. Greater difficulties also include the lack of access to radiotherapy and pain relief treatment.

★ Cancer patients and their caregivers have to bear a great economic burden, and the impact of death and disability caused by cancer on the labor supply also hinders the production and development of the country. It is estimated that by 2030, cancer spending will reach 458 billion dollars per year.

Facing challenges

one Strengthen the construction of health system to better provide cancer prevention and health care services

★ Cancer is a complex disease, and most cancers need to seek appropriate treatment in many ways. The national cancer prevention and control plan should consider providing comprehensive multidisciplinary cancer services and infrastructure construction including prevention, diagnosis, early detection, routine treatment and palliative treatment.

★ These plans must include efforts to provide psychological support, so as to address the overall impact of cancer on the emotional and physical and mental health of patients, families and caregivers.

★ The National Cancer Prevention and Control Plan (NCCP) plays a very important role in strengthening the construction of the health system, providing high-quality and efficient medical services, including professional medical teams; infrastructure; Sufficient funds; And the most important thing to be concerned is to conduct scientific research, so that existing knowledge can be transformed into actual research results to serve patients.

two Equal access to basic anti-cancer drugs and treatment technologies

★ The National Cancer Plan shall determine a list of basic anti-cancer drugs under the guidance of the World Health Organization's list of essential drugs and in combination with the update of the national clinical evidence-based guidelines, and ensure that the list is suitable for training, supply and reimbursement.

three Reduce the economic cost of cancer to individuals, families and governments

★ At present, it has been proved that at least nine low - and middle-income countries in Africa and Asia have the ability to provide universal health coverage for their citizens.

★ More importantly, the national health coverage itself is not enough to solve the problem of global cancer and non communicable diseases, because it focuses more on health. The post-2015 work framework must also address some potential social, economic, political, environmental and cultural issues, because these factors will affect whether everyone can maximize their access to health.

It is not far away to overcome challenges by doing the following:

★ In the national cancer prevention and control plan, some new, patented and expensive anti-cancer drugs should be first considered for patient centered treatment.

★ As we all know, radiotherapy is an effective means to treat cancer. It can treat cancer alone, or combined with surgery and chemotherapy.

★ The government should take specific measures to achieve the global goal, that is, 80% of affordable essential drugs and medical technologies are used by patients.

★ The purpose of universal health coverage is to ensure fairness and ensure that people can access high-quality basic health services, which are based on demand rather than ability to pay.

★ The next step of the global development goal is to solve the problem of universal health coverage and recognize that equity and health, as human rights, will enable people to maximize their healthy lives at all stages of life.
