The plan proposes that by 2035, 80% of the urban construction area of Miyun will achieve the goal of sponge city construction.

A sponge city is a city that, like a sponge, has good "elasticity" in adapting to environmental changes and responding to natural disasters. It absorbs, stores, seeps and purifies water when it rains, and "releases" and uses the stored water when needed. This plan proposes 19 specific indicators in six categories, including water security, water ecology and water environment. The key scope of the plan is Miyun New City.

In terms of pipe network planning, Miyun District will accelerate the construction of the water transmission trunk line of the surface water plant in the north of Miyun New Town to ensure the safety of water supply in Miyun New Town; Build a new water supply trunk line from Miyun New Town to Huairou Science City East, and improve the internal water supply pipeline of Science City; In combination with business district development, shantytown reconstruction, urban road network encryption, and road reconstruction projects, the water supply pipeline will be reconstructed and the urban water supply pipeline network will be improved.

The draft proposed that by 2025, Miyun District will have 31 new sponge communities, with a total area of about 556 hectares. The main sponge facilities include permeable pavement, sunken green space, and storage tanks; A total of 13 municipal roads are newly built and reconstructed, mainly involving permeable pavement and biological detention facilities within the red line of the road; The Tangxinliu River is under control, with a total length of about 3.1 km; The newly dug Yunxi River is about 11.4km long.
