Through 8 practical measures of "what enterprises expect and need for development", the market players were supported to accelerate the resumption of production and continue to grow, so as to promote the high-quality development of Yizhuang New Town.

On December 6, the "new 12" in Beijing linked up the existing enterprise rescue measures, and launched 12 enterprise rescue measures from four aspects: further reducing enterprise operating costs, increasing financial support, stabilizing the supply chain of the industrial chain, and strengthening the stability of employment to ensure people's livelihood. Under the municipal inclusive policy, how can the Economic Development Zone further make efforts to more specifically deliver the rescue policy to enterprises? In this regard, the Economic Development Zone, on the one hand, has worked out work guidelines for the implementation of the "new 12"; On the other hand, on the basis of the "new 12", the "8" of the Economic Development Zone will be introduced to comprehensively add wings to the high-quality development of enterprises from the four dimensions of supporting the resumption of work and production, ensuring supply and smooth flow, increasing capital and expanding production, and reducing operating costs.

"Support enterprises to return to work and production, covering an area of 225 square kilometers in Yizhuang New City, and in terms of enterprise types, provide subsidies to both enterprises above designated size and key technology-based enterprises," said the relevant person in charge of the Economic Development Bureau. In order to speed up the resumption of work and production of enterprises, the Economic Development Zone will give a one-time subsidy of 500 yuan per person to eligible enterprises above designated size and key technology-based enterprises according to the number of enterprises who paid social insurance in Yizhuang New Town in November.

Ensure supply and smooth supply to protect people's livelihood. For this reason, the Economic Development Zone has introduced a subsidy policy to ensure supply and smooth flow for the first time, and granted corresponding subsidies to relevant enterprises and personnel. A one-time subsidy of up to 500000 yuan will be given to enterprises that are fully escorted to ensure supply and smoothness during the epidemic period; A one-time subsidy of 500 yuan/person for supply guarantee and smooth operation will be given to employees of express delivery, logistics, supermarket, etc. who are included in the "white list" of supply guarantee personnel of Beijing Municipal Bureau of Commerce from November 14 to December 9 this year.

"On the one hand, it stimulates the endogenous power of enterprises and encourages them to upgrade and develop, on the other hand, it helps enterprises reduce operating costs and consolidate the foundation," said the person in charge.

In order to support enterprises to increase capital and expand production, the "Eight Rules" of the Economic Development Zone will give certain rewards to industrial enterprises above designated size that achieve positive growth in output value in the first quarter of 2023, up to 15 million yuan; A one-time reward of 300000 yuan will be given to enterprises in the industry, technology service industry and information transmission, software and information technology service industry that are included in the statistical online direct reporting platform for the first time in Yizhuang New Town during the period from December 1 this year to April 1 next year.

In order to "lighten the burden" of enterprises and support them to go all out for high-quality development, the Economic Development Zone has taken a two pronged approach and subsidized both human resources and financing. In order to alleviate the pressure of enterprise employment, enterprises that provide outsourcing or dispatch services to enterprises above the designated size of Yizhuang New Town in the first quarter of next year and meet the conditions will be given subsidies of 300 yuan per person; For small and micro enterprises that have obtained bank loans in the Economic and Technological Development Zone, 50% of the actual interest paid by enterprises in 2023 will be given discount support.

When will the policy be implemented? In September this year, the Economic and Technological Development Zone took the lead in introducing the Full Life Cycle Management Measures of Beijing Economic and Technological Development Zone's Enterprise Preferential Policies (for trial implementation), in which the cash in mode of free application is defined. "Among the '8 policies' of the Economic Development Zone issued this time, the 4 policies and measures on resuming work and production, ensuring supply and smooth flow will be realized in the year in the form of free application and immediate enjoyment, so that the policy dividend can be transmitted to enterprises and the masses in a timely manner with the most accurate and fastest speed." The person in charge of the Economic Development Bureau said that not only that, but also in the' 8 policies and measures' of the Economic Development Zone, More than 70% of the policy items are "free of application and enjoy", and enterprises can wait for the red envelope to be recorded.
