The city has previously announced 1056 historic buildings in three batches. By the end of December 2021, the city will complete the first batch of demonstration and listing of historical buildings, including 63 historical buildings (including the CPPCC Auditorium, National Culture Palace, Peking University, Tsinghua University), and achieve a breakthrough of "zero" listing of historical buildings in Beijing. In 2022, Beijing will comprehensively carry out the listing protection of historical buildings.

The reading book is organized and prepared by the Office of the Capital Planning and Construction Commission, the Office of the Beijing Historic and Cultural City Protection Commission, and the Beijing Municipal Commission of Planning and Natural Resources. It mainly includes "what is a historical building", "classified protection of historical buildings", "what can I do for the protection of historical buildings", and "what should be paid attention to in the protection of historical buildings" "How to activate and utilize historical buildings" and other five parts are easy to understand and readable. According to the reading book, "historical buildings" refer to buildings and structures with plane layout and building elements that still exist today, have certain protection value, can reflect the historical style and local characteristics, have not been announced as cultural relics protection units and have not been registered as immovable cultural relics, including excellent modern and contemporary buildings, industrial heritage, listed protection yards, celebrities' old (former) homes, etc.

Since 2017, the Municipal Commission of Planning and Natural Resources, together with the Municipal Bureau of Cultural Heritage, the Municipal Commission of Housing and Urban Rural Development and the Municipal Bureau of Agriculture and Rural Development, has established a joint working group to carry out the census and determination of historical buildings in conjunction with the district governments. With the approval of the municipal government, 1056 historical buildings (buildings) have been announced in three batches. In 2021, the new version of the Regulations on the Protection of Beijing's Historic and Cultural Cities will include historical buildings in the scope of protection. According to the building form, historical use function, building age, etc., Beijing has classified the protection of historical buildings, among which courtyard style buildings account for about 49%, residential areas account for about 26%, modern public buildings account for about 14%, industrial heritage accounts for about 10%, and other buildings account for about 1%. It is understood that the announced historical buildings are distributed in 11 administrative regions, and will be announced more and more in batches in the future. At present, the three administrative districts with the largest distribution are 339 buildings (blocks) in Xicheng District, 316 buildings (blocks) in Dongcheng District and 195 buildings (blocks) in Haidian District.

Since it is called "historical buildings", in principle, it should be buildings that have been built for more than 50 years, accounting for about 98% of the published list. However, buildings with special historical, scientific and artistic values or very important commemorative and educational significance, which have been completed less than 50 years ago, can also be included in the list of historical buildings, including the new quadrangles in Ju'er Hutong, the historical buildings of the National Olympic Sports Center, the National Library of China, etc. These historic buildings span 700 years, with various carrying functions and architectural styles, and are an important part of Beijing's rich historical and cultural heritage.

To evaluate the value of historical buildings, we should not only look at the age of the building, but also comprehensively consider the plane layout, building form, valuable building components, historical environment elements and other relevant elements that can reflect the economic, social, historical, cultural, scientific and technological, and architectural artistic values of historical buildings. For example, the courtyard layout of the quadrangle, the characteristic decoration inside the building, the screen wall, rockery, etc. may be the value carrier of historical buildings.

For the public, clear signs are an important way to identify historical buildings. By the end of December 2021, Beijing will complete the first batch of demonstration and listing of historical buildings, including 63 historical buildings (including the CPPCC Auditorium, the National Culture Palace, Peking University, Tsinghua University), and achieve a breakthrough of "zero" listing of historical buildings in Beijing.
