On the basis of the establishment of the district, town and village three level field leader responsibility system, each village has specially set up field managers to promote the implementation of responsibilities.

According to the requirements of the district level implementation plan of the "field leader system", party and government leaders at all levels shall serve as the three level field leaders of the district, town and village respectively, and be responsible for the supervision, management, protection and utilization of cultivated land and permanent basic farmland in the responsibility area; Five major tasks were identified: optimizing farmland distribution, doing a good job in farmland protection, strengthening farmland construction, strengthening farmland utilization and strict farmland management; The objectives of protection, construction and utilization of permanent basic farmland and permanent basic farmland reserve area were clarified.
At present, the three level "field head system" responsibility system of Fengtai District, town and village has been basically established, with the district party committee secretary and district head serving as the chief field head, the town party and government leader serving as the town level field head, and the village party organization secretary serving as the village level field head. A total of 9 district level field leaders, 9 street and town level field leaders and 25 village level field leaders were determined in the district; At the same time, through the "field head system" information bulletin board, the responsibilities and responsible areas of the field head are disclosed, and social supervision is accepted to promote the implementation of the responsibilities of the field head and resolutely curb the "non-agricultural" of cultivated land.

In order to ensure the implementation of the "field manager system" and timely grasp the situation of farmland protection and utilization, Fengtai District further improved the grass-roots management and protection team on the basis of the three-level field managers. One field manager was set up in each village, and 25 field managers were determined in the whole district. At the same time, strengthen the coordination and cooperation of departments, and actively explore the working mode of "one leader and three patrols" for the field director, forest director and river inspector, and "one member and three management" for the field administrator, forest ranger and river inspector.
The work of "field leader system" in the whole district has been carried out in an orderly manner. Fengtai District now has 6000 mu of permanent basic farmland, mainly distributed in Wangzuo Town and Beigong Town of Hexi District. The optimization and adjustment of permanent basic farmland and its reserve areas are being continuously promoted to ensure that the permanent basic farmland will eventually be integrated into parks and squares.
The annual reclamation task has been completed. A total of 400 mu of inefficient construction land has been reorganized and reclaimed into cultivated land. On the one hand, the utilization rate of land has been improved; On the other hand, it further expanded the agricultural production space in Fengtai District and promoted the improvement of agricultural production capacity in Fengtai District.
In the next step, Fengtai District will continue to promote the comprehensive implementation of the "field leader system", adhere to protection priority, systematic governance, and green development, and continue to do a good job in farmland protection, construction, utilization, and management with the goal of achieving stable quantity, quality improvement, and rational layout of cultivated land and permanent basic farmland. By the end of the year, the relevant supporting system of the "field leader system" will be basically formed, the working pattern will be basically established, and the three-level responsibility system will be fully established; By 2025, the supporting system of the "field leader system" will be further improved, the working mechanism will be further improved, the number of cultivated land will remain stable, the permanent basic farmland will be scientifically and reasonably distributed, the quality will be qualified, and the utilization level will be significantly improved.
