Potassium perchlorate is an inorganic compound with chemical formula KClOfourIt is a colorless or white crystalline powder, soluble in water, insoluble in ether and ethanol, and more stable than potassium chlorate. It will decompose into potassium chloride and oxygen at the melting point.It can be used as smoke agent, igniter, oxidant and chemical analysis reagent.

In accordance with the relevant provisions of the Export Control Law of the People's Republic of China, the Foreign Trade Law of the People's Republic of China, and the Customs Law of the People's Republic of China, in order to safeguard national security and interests, the State Council has approved the implementation of export control on potassium perchlorate (customs commodity number 2829900020)(Order No. 33, 2002 of the General Administration of Customs, State Economic and Trade Commission, Ministry of Foreign Trade and Economic Cooperation)
1、 Operators engaged in the export of potassium perchlorate must be registered with the Ministry of Commerce.Without registration, no unit or individual may export potassium perchlorate.Relevant registration conditions, materials, procedures and other matters shall be implemented in accordance with the Administrative Measures for the Registration of Sensitive Items and Technologies Export Operations (Order No. 35, 2002 of the Ministry of Foreign Trade and Economic Cooperation).
2、 The export operator shall apply to the Ministry of Commerce through the provincial competent department of commerce, fill in the application form for the export of dual-use items and technologies and submit the following documents:
（1） The identity certificates of the applicant's legal representative, main business manager and handler;
（2） A copy of the contract or agreement;
（3） End user and end use certificate;
（4） Other documents required by the Ministry of Commerce.
3、 The Ministry of Commerce shall examine the export application documents from the date of receipt, or jointly with the relevant departments, and make a decision on approval or disapproval within the statutory time limit.
4、 After examination and approval, the Ministry of Commerce shall issue an export license for dual-use items and technologies (hereinafter referred to as the export license).
5、 The procedures for the application and issuance of export licenses, the handling of special circumstances, and the length of time for keeping documents and data shall be implemented in accordance with the relevant provisions of the Measures for the Administration of Import and Export Licenses for Dual Use Items and Technologies (Decree No. 29, 2005 of the General Administration of Customs, Ministry of Commerce).
6、 Export business operators shall issue export license to the customs, go through customs formalities in accordance with the provisions of the Customs Law of the People's Republic of China, and accept customs supervision.The customs shall go through the formalities of examination and release on the strength of the export license issued by the Ministry of Commerce.
7、 Where an export operator exports without a license, beyond the scope of the license, or has other illegal circumstances, the Ministry of Commerce or the Customs and other departments shall impose administrative penalties in accordance with the provisions of relevant laws and regulations;If a crime is constituted, criminal responsibility shall be investigated according to law.
8、 This announcement will come into force on April 1, 2022.[3]
