The term "harnessing within a time limit" refers to the administrative act that the legal state organ legally limits the responsible person to tackle with the source of serious pollution within a certain time limit, complete the task of harnessing, and achieve the goal of harnessing.
The objects of deadline governance include two categories:
1. Pollution sources that seriously pollute the environment;
2. Pollution sources that discharge pollutants beyond the standard in areas that need special protection. Areas that need special protection refer to scenic spots, nature reserves and other areas that need special protection.
Due to the concealment and hysteresis of soil pollution《 Law of the People's Republic of China on the Prevention and Control of Soil Pollution 》(2018) Article 50 stipulates that "local people's governments at or above the county level shall, in accordance with the law, designate qualified priority farmland as permanent basic farmland and implement strict protection. In areas where permanent basic farmland is concentrated, no new construction projects that may cause soil pollution are allowed; those that have been completed shall be closed and demolished within a time limit." Among the environmental related laws, only the laws related to "control within a time limit" remain《 Law of the People's Republic of China on the Prevention and Control of Solid Waste Pollution 》(2016) Article 81 If anyone, in violation of the provisions of this Law, causes serious environmental pollution by solid waste, the competent administrative department of environmental protection of the people's government at or above the county level shall, within the limits of its authority as prescribed by the State Council, decide to put it under control within a time limit; If the unit fails to complete the task of rehabilitation within the time limit, the people's government at the corresponding level shall decide to suspend business or close down.
