In the 9th year of Emperor Yongzheng's reign (1731), the city of Balkul was built, and Anxi Tongzhi was set up. In the 13th year (1735), the place name was written as "Balikun" in Chinese characters; In the 25th year of Emperor Qianlong's reign (1760), Emperor Gaozong set up Balikun Zhili Hall, and in the 38th year (1773), Zhenxi Mansion was set up; In the 5th year of Emperor Wenzong's Xianfeng reign (1855), Zhili Hall in the west of the town was set up.
