Jinwan District has a long history. During the reign of Emperor Qianlong of the Qing Dynasty, Yao government was established to govern Jinwan District.On April 7, 1953, Jinwan District was the third district of Zhuhai County.In December 1988, Zhuhai Sanzao Administrative Area was established.On April 4, 2001, Jinwan District was established.[21]Jinwan District has a profound cultural heritage. During the reign of Emperor Qianlong of the Qing Dynasty (1736-1795), the court of the Qing Dynasty set up the Yao government in Chunyuan Village, Sanzao, to govern the Jinwan area.During the Daoguang period (1821-1850), after the revocation of the Yao government, the Jinwan area was under the jurisdiction of Xiangshan County.
On April 15, the 14th year of the Republic of China (1925), Xiangshan County was renamed Zhongshan County, and Jinwan District was the seventh district of Zhongshan County.
On April 7, 1953, the State Council approved the establishment of Zhuhai County, and Jinwan District was the third district of Zhuhai County.
In July 1955, the third district was renamed Sanzao District.
On March 22, 1959, the State Council approved the merger of Zhuhai and Zhongshan into Zhongshan County, and Jinwan District was under the jurisdiction of Zhongshan County.
On April 17, 1961, upon the approval of the State Council, the organizational system of Zhuhai County was restored, and the Jinwan area was under the jurisdiction of Zhuhai County.
In 1964, the PLA field troops stationed on the island to reclaim land from the sea and establish a red flag production base. The red flag area is under the control of the army.
In December 1969, the PLA Red Flag Production Base was transformed into a Red Flag Farm.
In June 1984, Xiangzhou District was established with the approval of the State Council. Sanzao District (including Sanzao Town, Nanshui Town and Xiaolin Town, the same below) is under the jurisdiction of Xiangzhou District.
In August 1988, Hongqi Farm was changed into Zhuhai Hongqi Overseas Chinese Farm, which was under the management of Guangdong Provincial General Administration of Land Reclamation.In December of the same year, Zhuhai Sanzao Management Area was established, consisting of three towns, Sanzao, Nanshai and Xiaolin, and Hongqi Overseas Chinese Farm.
In January 1990, the Hongqi Overseas Chinese Farm was changed into the Hongqi Administrative Area. The county level economic management authority and the Hongqi Farm were under the jurisdiction of Zhuhai.
In October 1999, the Red Flag Administrative Area was revoked and the Red Flag Town was set up, which is still under the jurisdiction of the city.

On April 4, 2001, Jinwan District had jurisdiction over five towns, namely Sanzao, Hongqi, Xiaolin, Pingsha and Nanshan.
In 2003, Hongqi Town and Xiaolin Town were merged into Hongqi Town.
In July 2006 and October 2009, the Municipal Party Committee and the Municipal People's Government decided to assign Nanshui Town and Pingsha Town to Gaolan Port Economic Zone.
In November 2008, Zhuhai Aviation Industrial Park was established in Jinwan.

On December 17, 2020, Zhuhai established a municipal aviation and aerospace industry development leading group (headquarters) to lead the regional development of the aviation industry park and Lianzhou general aviation industry in Doumen District. Origin of name
Jinwan District was named when the relevant departments of Zhuhai City adjusted the administrative division for three reasons. First, the newly added district is a key development zone of Zhuhai City and Guangdong Province. It is located near the sea and has many bays, including the largest and best Zhuhai Harbor in Zhuhai City. The name "Jinwan" reflects the characteristics of the region to a certain extent and has no similar disadvantages.Second, "Golden Bay" is in line with the practice of naming it after the natural landscape. The Golden Coast of Sanzao Town, where the district government is to be located, has a beautiful "Golden Bay" beach. It is a tourist resort, named "Golden Bay", which is easily accepted by the masses and people from all walks of life, and has the significance of the times for rapid development.Third, Jinwan District is the development center of the western part of Zhuhai City and a golden place for future investment. Baiteng Mountain Ecological Restoration Wetland Park is located at the intersection of Zhuhai Avenue and Huxin, covering an area of about 190000 square meters. Lingyan Cave Cliff Carving is located on the wall of Youling Cave, Youyan Mountain, half a mile west of Caotang Village, Sanzao Town, Jinwan District, Zhuhai City, Guangdong Province.The cave on the mountain is Guanyin Temple, more than 5 meters high and 9 meters wide.On the huge stone wall on the left side of the cave, Huang Wenlan, a disciple of the Thatched Cottage, Chen Weixian, and Chen Yingsong, a disciple of the temple, wrote three cliff inscriptions in the spring of the 10th year of the reign of Emperor Guangxu.More than 20 meters in front of Lingyan Cave, under the stone fence, there is a big stone standing, living alone in a corner "like a child prostrating himself".The inscription records the wonder of Lingquan Cave in the 10th year of Guangxu, which is still the same today.On May 13, 2011, Zhuhai Municipal People's Government approved and announced it as the sixth batch of cultural relics protection units in Zhuhai.[29]
