51 All municipal governments and departments shall submit official documents to the provincial government in accordance with the Regulations on the Handling of Official Documents of Party and Government Organs and the relevant regulations of the provincial government, strictly follow the rules and procedures for the issuance of documents, and the general office of the provincial government shall handle the documents uniformly according to the prescribed procedures.
