Former Xi'an Airport“Xi'an Xiguan Airport”, built in 1924, is located in the western suburb of Andingmen Gate, Xi'an City.
In the 1980s, Xiguan Airport was unable to meet the needs of Xi'an's urban development.
In 1982, Ma Wenrui, then secretary of the Shaanxi Provincial Party Committee, submitted a special letter to Deng Xiaoping stating: "It is urgent for Xi'an Xiguan Airport to be relocated and built. He hopes that the Air Force will hand over Xianyang Dizhang Airport to local use and change it into a civil aviation airport. As it involves the air force, civil aviation, Shaanxi Province and other aspects, these aspects have different opinions, and the State Council is sincerely requested to solve this problem".
In 1984, with the approval of Deng Xiaoping for reconstruction, the Shaanxi Provincial Government decided to build an airport at a new site in the open land on the Weibei Plateau, with a designed annual throughput of 2 million people, the main runway, the main apron, Terminal T1, the international terminal, etc.[13]
On September 1, 1991, Xi'an Xianyang International Airport was officially put into operation, becoming a national first-class civil airport.[14]
In December 1999, the foundation of the second phase expansion project of the airport was officially laid.[14]
Xi'an Xianyang International Airport T2 Terminal
In August 2000, the second phase of the project was started, with a total investment of 1.5 billion yuan. The T2 terminal was built, which can ensure an annual passenger throughput of 10 million people.[14]
After the airport localization reform in 2003, Xi'an Xianyang International Airport took overYulin、Yan'an、Hanzhong、AnkangFour regional airports, Shaanxi Airport Management Group Co., Ltd;[15]On September 16, Xi'an Xianyang International Airport Phase II Project was completed, and the terminal expansion project passed the completion acceptance organized by the National Civil Aviation Administration and Shaanxi Provincial Government;On September 18, the T2 terminal of the airport was opened.[6][14]The project includes building new T2 terminal, passenger apron, parking lot, improving the supporting water supply, power supply, natural gas, refrigeration and other facilities inside and outside the site, and transforming the existing terminal. In November 2006, the construction of Xi'an Xianyang International Airport special highway was started.[19]
In April 2007, the National Development and Reform Commission approved the establishment of Xi'an Xianyang Airport Phase II Expansion Project.
In February 2009, the feasibility study report of Phase II expansion project was approved by the National Development and Reform Commission;[20]On July 1, the second phase expansion project was jointly approved by the Civil Aviation Administration of China and the People's Government of Shaanxi Province;[16]On July 8, Xi'an Xianyang International Airport dedicated expressway was completed and opened to traffic.[21]
Xi'an Xianyang International Airport T3 Terminal
On March 24, 2012, Xi'an Xianyang International Airport Phase II expansion project was completed, marking that Xi'an Xianyang International Airport has officially entered a new era of three terminals and two runways;[22]On May 3, T3 Terminal began to use, T1 Terminal ceased to use, and the construction of Xi'an North Passenger Station to Airport Railway Project Airport Station started at the same time.[7][9][23]
In 2013, the air cargo center of Xianyang Airport was put into use, with a total area of 48000 square meters and a design annual processing capacity of 400000 tons;[24]On October 31, the international corridor project was started. The new area of the international corridor is 21108 square meters, the international reserved area of T3 terminal is 40000 square meters, and 7 near stands (3E4C) are set up. From 0:00 on April 28, 2015, the international corridor of Xi'an Xianyang International Airport was officially put into operation, and the international waiting hall of Terminal 2 will be closed.[26]
In November 2016, the evaluation meeting of the pre feasibility study report of Xi'an Xianyang Airport Phase III Expansion Project was held, and the evaluation of the pre feasibility study report of Xianyang Airport Phase III Expansion Project was completed.[27]

In the early morning of May 12, 2019, the first route with the fifth right of navigation in Shaanxi, Seoul Xi'an Hanoi, was successfully launched.[11]
In April 2022, Chang'an Huitong Co., Ltd. (hereinafter referred to as Chang'an Huitong), Frankfurt Airport Group Asia Co., Ltd. and Air China Airport Investment Co., Ltd. held the signing ceremony of Xi'an Xianyang International Airport share transfer in Xi'an.After the equity delivery, Chang'an Huitong will become the second largest shareholder of Xi'an Xianyang International Airport.[65]
On April 29, 2022, the main structure of the East Air Terminal of Xi'an Xianyang International Airport Phase III Expansion Project has completely broken out of plus or minus zero, the first floor structure of some sections has been constructed, and the main structure of the north corridor has been fully capped, marking that the East Air Terminal, as one of the core projects of the Phase III expansion project, has entered the stage of large-scale ground structure construction.[66]
On May 19, 2022, the general contracting project for the construction of the East Freight Area of Xi'an Xianyang International Airport Phase III Expansion Project was officially started.The general contracting project for the construction of the East Freight Area of Xi'an Xianyang International Airport Phase III Expansion Project covers an area of about 228000 square meters, with a total construction area of about 70000 square meters, including domestic cargo stations, international cargo stations, special transport warehouses, fumigation rooms, customs checkpoints, management rooms, garbage rooms and other individual buildings, plot plans and pipe networks.[67]
On June 5, 2022, the whole cargo route from Xi'an to Almaty was successfully opened.This is another international cargo route opened by Xi'an Xianyang International Airport in 2022, following the full cargo route from Xi'an to Osaka.This route is planned to fly one flight per week, and it is estimated that the annual transportation of international cargo and mail can reach about 1500 tons.[69]
On June 29, 2022, with the completion of the last party of concrete pouring, the main structure of the East Terminal of Xi'an Xianyang International Airport Phase III Expansion Project undertaken by the Northwest Company of China Construction Eighth Engineering Bureau will be fully capped one month in advance, which is another major project node after the 430 main structure has completely broken out of plus or minus zero, marking the phased victory of the project construction.[70]
On June 29, 2022, the international full cargo flight route to St. Petersburg, Russia will be opened.[71]
On August 18, 2022, Xi'an Xianyang Airport Phase III Expansion Project Rapid Transit System Reserve Project shield interval double track was successfully completed, which is a major milestone node of underground works.[73]On November 22, the second runway in the north of the airfield of Xi'an Airport Phase III Project, which is 3800 meters long and 45 meters wide, was successfully completed, laying a solid foundation for the operation of subsequent projects.[74-75]On December 14, it was reported that the project of Xi'an Xianyang International Airport Phase III Expansion Project East Airport Terminal and Comprehensive Transportation Center successfully passed the expert review organized by the Ministry of Housing and Urban Rural Development, and obtained the three-star green building pre evaluation report.[77]

On April 21, 2023, Air China officially opened the route from Xi'an to Astana.This route is the first regular long-distance international route to Kazakhstan opened by Air China in Xi'an. The flight number is CA791/2, and it runs twice a week.[89]
On May 13 and 18, 2023, Xi'an Xianyang International Airport will open two routes to Central Asia: Xi'an Urumqi Ashgabat (the capital of Turkmenistan) and Xi'an Urumqi Dushanbe (the capital of Tajikistan).[90]
On May 18, 2023, the international route from Xi'an, Shaanxi Province to Dushanbe, the capital of Tajikistan, will make its first flight. T1 Terminal
The T1 terminal of Xi'an Xianyang International Airport was built in 1984, which is an important part of the first phase project of the airport. It was officially put into operation on September 1, 1991, with a floor area of 21200 square meters and an annual maximum guaranteed passenger throughput of 3 million people.The departure area is equipped with 4 security channels, 8 check-in counters, 3 baggage carousels, 3 remote boarding gates, and the arrival area is equipped with 3 baggage claim carousels.[31]The T3 terminal was put into use on May 3, 2013, and the T1 terminal was stopped.Until June 5, 2017, Xi'an Xianyang International Airport officially opened T1 terminal again, and domestic flights of Spring Airlines (9C) and Jiuyuan Airlines (AQ) were transferred to T1 terminal for operation.[31]
T2 Terminal
The T2 terminal of Xi'an Xianyang International Airport was put into operation in September 2003, with a building area of 90000 square meters, a passenger apron area of 320000 square meters, 32 parking stands, and a total of 15 boarding bridges, which can guarantee an annual passenger throughput of 10 million people, 100000 aircraft takeoff and landing, and a cargo throughput of 130000 tons.[17]
T3 Terminal
The T3 terminal of Xi'an Xianyang International Airport consists of T3A and T3B, which will be implemented in the long term.T3 Terminal was put into use on May 3, 2012. The newly built T3A Terminal covers an area of 250000 square meters. It has four check-in islands, 80 check-in counters, 29 security inspection channels and 22 boarding bridges.T3A has a commercial area of 13000 square meters and 83 commercial outlets, which are distributed in each process of passenger boarding.
The international corridor of Xi'an Xianyang International Airport is located in the north of Terminal 3 of the airport. It has been put into use since 00:00 on April 28, 2015. The new international business area covers 60000 square meters, including about 40000 square meters of T3 terminal.It can provide 7 near stands, 4 far stands, 2 new check-in islands, 30 check-in counters, 8 security inspection channels, 8 entry-exit inspection and quarantine counters, 15 customs inspection channels, 22 entry-exit intelligent verification channels, and 13 self-service channels, with an annual designed passenger throughput of 3 million person times.[26]
T5 Terminal
Xi'an Xianyang International Airport Phase III Expansion Project is designed according to the goal of 83 million passenger throughput and 1 million tons cargo throughput in 2030, which is the largest infrastructure construction project in the history of civil aviation development in northwest China.When completed and put into operation, Xi'an Xianyang International Airport will form a "two wheel drive" development pattern of four runways, four terminal buildings, and the east and west terminal areas, injecting new momentum into building a highland of inland reform and opening up and helping high-quality development in Shaanxi.[134]Inside the international departure floor on the third floor, the station roof is 26 meters high and the area is 140000 square meters, making the whole station hall very open. Self service check-in
In May 2011, Xi'an Xianyang International Airport launched mobile check-in service, followed by self-service check-in, WeChat check-in, online check-in and paperless boarding.[47]

"Paperless" flight
From September 1, 2017, Xi'an Xianyang International Airport officially launched the "convenient travel" service.All domestic departing passengers boarding via Terminal T3 of Xianyang Airport can obtain an "electronic QR code boarding pass" through the WeChat official account of the Western Airport and the mobile phone APP of each airline. They can go through boarding procedures directly with the second-generation ID card and the official "electronic QR code boarding pass" of the airline. They do not need to go to the check-in counter to change their paper boarding passes, and they can go through security checks directly,Go to the boarding gate to board and realize "paperless" boarding.[48]
In addition, the "convenient travel" service does not cover passengers taking international flights for the time being, and it is recommended that passengers taking T3 domestic connecting flights still use paper boarding certificates to avoid inconvenience in the next leg of other airports.Military disabled, infants, unaccompanied and other special passengers still need to go to the manual counter to handle relevant check-in procedures.[48]
Visa free transit
Since June 1, 2014, Xi'an Xianyang International Airport has officially implemented the policy of "visa free 72 hour transit for foreigners".The 72 hour transit visa free policy is implemented for 51 countries who hold valid international travel documents, and determine the date and seat of the connecting ticket to a third country (region) within 72 hours. Foreigners who meet the above conditions can travel within 72 hoursXi'an、XianyangActivities within the administrative regions of the two cities.After Beijing, Shanghai, Guangzhou, Chengdu, Chongqing, Shenyang and Dalian, Xi'an is the first city in northwest China and the eighth city in China to be allowed to implement 72 hour visa free transit policy for some foreigners.[49]
Self service customs clearance
Since September 4, 2017, Xi'an Xianyang International Airport has provided self-service outbound customs clearance services. Xi'an Xianyang International Airport has opened four outbound self-service channels. Xi'an Xianyang International Airport has also become the third airport port to open outbound self-service customs clearance after the Capital Airport and Shenzhen Airport.[50]
Self service channel inspection system (hereinafter referred to as "self service channel") is used by passengers to collect entry-exit document data and biometrics. The computer system automatically compares and identifies passengers and document data, realizing the automation of passenger inspection.In front of the self-service passage gate, the exit passengers aim their certificates at the scanning area, press their fingerprints according to the prompts, and the machine will automatically recognize their faces. After that, the exit border inspection procedures will be completed, with an average clearance speed of less than 10 seconds.[50]
The scope of self-service customs clearance personnel includes the following two types: members of overseas tourist groups who hold electronic ordinary passports and apply to Shaanxi Provincial Tourism Development Committee, or members of overseas tourist groups who hold electronic travel passes to Hong Kong and Macao and apply to Shaanxi Provincial Tourism Development Committee.After the entry and exit procedures are handled by the self-service customs clearance system, the entry and exit inspection stamp will not be affixed on the passenger's certificate.
