In 1978, O'Keeffe received a master's degree in public administration from Maxwell College of Syracuse University. After graduationWhite House Fellow 。[3]
O'Keefe served on the Appropriations Committee of the United States Senate for 8 years, and took office in 1989U.S. Department of DefenseAuditor General and Chief Financial Officer.[3]
O'Keefe is also the project contractor of the US Department of Defense and the CEO of the North American branch of the European Aeronautic Defence and Space Company.[2]

On the evening of August 9, 2010, O'Keefe's small passenger plane crashed in the mountains outside Dillingham, Alaska, USA, causing pelvic fractures and other injuries.[2]
