On September 4, 2017, on the occasion of the celebration of the 60th anniversary of the founding of our school by all teachers and students, alumni and all sectors of society, Ministry of Science and Technology Jointly issued a document with the People's Government of the Autonomous Region, formally approved our school to build the "State Key Laboratory for Reproductive Regulation and Breeding of Grassland Livestock Jointly Constructed by Provinces and Ministries". The approval of the laboratory marks that our region has achieved a historic breakthrough in the construction of the national key laboratory jointly built by the province and the ministry, and presents a generous gift for the 60th anniversary of our school and the 70th anniversary of the founding of the autonomous region. As an important part of the national key laboratory system, the provincial and ministerial co construction of the national key laboratory is an important measure for the country to strengthen the construction of regional innovation system, enhance regional independent innovation capability, and strengthen basic research.
As the main body responsible for laboratory construction and management, the people's government of the autonomous region will regard the laboratory as an important base for attracting and cultivating talents. During the construction and operation period, it will provide 10 million yuan of special construction and operation funds for the laboratory every year, which will be used for the daily operation of the laboratory, the establishment of open courses, and the introduction and cultivation of talents.
The Ministry of Science and Technology will coordinate the national science and technology plans such as the special project for technological innovation guidance and the special project for base talents to support the construction of laboratory scientific research capacity and basic scientific research conditions. Assist the laboratory to establish academic exchanges and cooperation relationships with high-level national scientific research bases, such as national key laboratories, to improve the laboratory's research ability and level.
As the competent department of the laboratory, the Science and Technology Department of the autonomous region will give preference and support to the laboratory from the aspects of provincial science and technology projects, innovation team construction, high-end talent introduction and training, and scientific research conditions construction during the construction and operation period.
As a supporting unit, the university will provide laboratory rooms, scientific research infrastructure, scientific research funds and other necessary basic conditions for the laboratory, give key support in scientific research staffing, degree program construction, talent introduction, postgraduate enrollment and talent training, and support the laboratory to explore and establish a management model and system more in line with the law of scientific and technological innovation, Give relatively independent personnel decision-making power.
The laboratory will, according to the requirements of the Administrative Measures for the Joint Construction of National Key Laboratories by Provinces and Ministries (Trial), and the Implementation Plan for the Construction and Operation of the Joint Construction of National Key Laboratory for Reproductive Regulation and Breeding of Grassland Livestock by Provinces and Ministries (2017-2021) approved by experts, base itself on the high standard construction goal, and focus on the development needs of national modern animal husbandry, Taking the major common scientific issues and key technologies related to grassland livestock breeding as a breakthrough, focusing on the three research directions of grassland livestock reproductive regulation, grassland livestock genetic breeding, and livestock genetic and environmental interaction, carry out basic and applied basic research, strengthen the construction of teams and experimental conditions, establish and improve the operation and management mechanism, improve scientific research and innovation capabilities, and serve economic and social development, Efforts should be made to become an important base for organizing high-level scientific research, gathering and cultivating excellent scientific research talents, and conducting academic exchanges, so as to provide guidance and support for the country to improve the breeding efficiency of livestock, select new varieties of grassland livestock, and establish a grassland ecological breeding model, so as to firmly build the ecological security barrier in northern China, improve the independent innovation ability of Inner Mongolia Promote the construction of scientific and technological innovation system in Inner Mongolia, and make new and greater contributions to the development of modern animal husbandry in China and even the world.
