A、Initial certification
1. The enterprise will submit the completed Application Form for Certification of Environmental Labeling Products, environmental labeling guarantee system documents and relevant materials in the certification requirements to Central Union (Beijing) Certification Center Co., Ltd. (hereinafter referred to as the Certification Center).
2. The examination room of the certification center shall review the application documents;The inspection room of the certification center shall determine the sampling plan according to the situation of the enterprises and products applying for certification.
3. After the certification center receives the certification fee from the enterprise, the inspection room of the Product Department will send a notice to the enterprise to form an on-site inspection team, and notify the provincial and municipal environmental protection bureaus to send personnel to participate;The inspection team composition and inspection plan shall be formally reported to the enterprise for confirmation one week before the on-site inspection.
4. The on-site inspection shall be carried out according to the requirements of the environmental labeling product guarantee system and the corresponding technical requirements for environmental labeling product certification
5. The inspection team shall write a comprehensive evaluation report on environmental labeling products according to the application materials of the enterprise, the on-site inspection situation and the product environmental behavior inspection report, and submit it to the Technical Committee for review.
6. After receiving the review comments from the Technical Committee, the Certification Center shall summarize the review comments and submit them to the General Manager of the Certification Center for approval.
7. The Certification Center issues environmental label certification certificates to certified enterprises, and organizes announcements and publicity.
8. If the certified enterprise needs identification.
9. Annual supervision and audit shall be conducted once a year.
B、Additional certification
1. Enterprises that need additional certification shall fill in the Application Form for Additional Certification of Environmental Labeled Products and submit it to the Certification Center together with relevant materials;
2. For the certification application of a new model number extended (derived) on the basis of a certified product model, if the controlled key parts and materials are consistent with the original product model, and the changed part has no impact on meeting the technical requirements of environmental labeling products, the application for exemption from inspection can be submitted at the same time as the application for additional items;
3. The work procedure of the certification center after receiving the certification materials is consistent with that of the initial certification.
C、Overseas enterprise certification
1. Overseas enterprises or distributors apply for environmental labeling product certification for products produced abroad and sold domestically, fill in the Application Form for Environmental Labeling Product Certification (overseas enterprises), provide materials according to the requirements of the list of certification materials for overseas enterprises, and report to the certification center;
2. After the certification center receives the application materials for certification, the Office of the Product Department will conduct preliminary review, sign a contract with the enterprise applying for certification, specify the certification fee and annual supervision and inspection fee in the contract, and issue the acceptance notice of environmental labeling product certification to the enterprise;
3. The inspection room of the certification center shall review the application materials and issue the document review opinions to the enterprise. The enterprise shall rectify according to the document review opinions put forward by the certification center;
4. After receiving the certification fee from the enterprise, the certification center will send a notice to the enterprise to form an on-site inspection team, and formally report the composition of the inspection team and the inspection plan to the enterprise for confirmation one week before the on-site inspection.The Certification Center shall determine the inspection plan and sampling plan according to the situation of the enterprise applying for certification and the products, and the products shall be sent to the designated inspection agency for inspection;
5. The inspection team shall write a comprehensive evaluation report according to the enterprise application materials and product inspection report, and submit it to the Technical Committee for review;
6. After receiving the review comments from the Technical Committee, the Certification Center shall summarize the review comments and submit them to the General Manager of the Certification Center for approval;
7. The certification center issues environmental label certification certificates to certified enterprises, and organizes announcements and publicity;
8. If the certified enterprise needs logo, it can order it from the certification center;If there are special printing requirements, an application shall be submitted to the Certification Center for filing;
9. Annual supervision and audit shall be conducted once a year.The difference from the annual inspection of domestic certified enterprises is that the market sampling inspection is added once a year during the validity period of the certificate.
D、Annual supervision and inspection
1. The Certification Center shall formulate the annual inspection plan according to the issuance time of the enterprise certificate, and issue the annual inspection notice to the enterprise in advance.The enterprise shall pay the annual supervision and inspection fee according to the contract requirements, and the certification center shall form an inspection team to carry out on-site inspection work in the enterprise;
2. During on-site inspection, the inspection team shall be responsible for sampling and sealing the products that need to be inspected and sending them to the designated inspection agency for inspection;
3. The inspection team shall write a comprehensive evaluation report according to the enterprise materials, inspection reports and product inspection reports, and submit it to the General Manager of the Certification Center for approval;
4. Annual supervision and inspection shall be conducted once a year.
E、Re evaluation and certification
1. Certification enterprises that have expired in three years shall fill in the Application Form for Certification of Environmental Labeled Products again and submit it to the Certification Center together with relevant materials;
