Jinan Ring Expressway（Ring Expressway of Jinan）, referred to as "Jinan Ring Expressway", is a ring expressway in Jinan, Shandong Province, China. It is a ring expressway formed by the interconnection of the national trunk line Beijing Shanghai Line, Beijing Fuzhou Line and Qingdao Yinchuan to the periphery of Jinan[3][5]。
Jinan Ring Expressway was commenced in November 1997 (East, North and West Ring)[5], opened to traffic on May 29, 2002[5][18]。
Jinan Ring Expressway is a loop line, and the origin is JinanShizhong DistrictJinan Yinjialin Hub Interchange, with a total length of 100km and a design speed of 100-120km/h[5][14]。
On July 11, 2023, Liangzhuang Liuqiao Section of the West Ring Section of the Second Ring Road of Jinan Ring Expressway will be completed and opened to traffic[29]。
On January 13, 2005, the former Ministry of Transport of the People's Republic of China (now the Ministry of Transport) issued the Planning of China's Expressway Network（“7918 Project”）It also stipulates the numbering rules for the trunk lines, regional ring lines and branch lines of national expressways, and guides the numbering of several important cities in China. The number of Jinan Ring Expressway is [Shandong] G2001(During the "7918 Project" period, the national expressway network number of the provincial ring expressway is allowed to be repeated）[1]。
On September 7, 2017, the former General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (incorporated into the Ministry of Market Supervision and Administration) issued the Rules for Marking Highway Routes and National Highway Numbering (GB/T 917-2017, replacing GB/T 917-2009). Because the original rules for numbering urban ring roads exist in numbers that can be reused across provinces, there is confusion in management and information release,This revision adopts the numbering method consistent with that of the connecting line, and applies the numbering method of the ring road identified by the management department(including municipalities directly under the Central Government, provincial capital cities, cities specifically designated in the state plan and cities recognized by the administrative department as being able to set up national high-speed city ring roads)Sort it out and number it uniformly according to the direction of the main line. The ring roads of other prefecture level cities are provincial expressways, and the ring roads of Jinan City are numbered "National Expressway G20" (uniformly numbered nationwide)01”[3-4]。
On November 30, 2021, the reconstruction and expansion project from Xiaoxujia Hub to Yaoqiang Airport on the east line of Jinan Ring Expressway invested by Shandong Expressway Group officially started construction[21]。
In September 2022, the site selection for the reconstruction and expansion project of Ganggou Flyover Yinjialin Junction Section of Jinan Ring Expressway will be announced before approval.The project is located in Licheng District, Shizhong District, Changqing District and the southern mountainous area, with a total length of 34 kilometers. The South Ring Expressway will be expanded into a two-way eightVehicle Lane.[23]
On February 18, 2024, Shandong Expressway Group said at the 2024 Key Project Construction Mobilization Meeting that in 2024, 6 projects with a total length of 411.5km will be completed and opened to traffic, including Linlin Expressway, Jinan Great North Ring Road, Lanshan Port Area Port Expressway, Jihe Reconstruction and Expansion, the reconstruction and expansion of the Xiaoxujia Airport Section of Jinan East Ring Road, and the reconstruction and expansion of the starting point of Dongqing Reconstruction and Expansion to Dawang Interchange Section.[36]
Construction chronology
Jinan Ring Expressway is planned as Inner Ring Expressway
In November 1997, the first phase of Jinan Ring Expressway (including East Ring Road, North Ring Road and West Ring Road, with a total length of 60 kilometers) was started;Among them, the West Ring Road is the Jinan transit section of the national trunk line Beijing Fuzhou Line (Beijing Taiwan Expressway after 2005), the North Ring Road is the Jinan transit section of the national trunk line Qingdao Yinchuan Line (this section was changed to the Jinan Guangzhou Expressway after 2005), and the East Ring Road is the Jinan transit section of the national trunk line Beijing Shanghai Line[5-6]。
In October 1999, the first phase of Jinan Ring Expressway was completed and opened to traffic;In the same month, construction of Jinan Ring Expressway Phase II Project (South Ring Road) commenced[5][18]。
On May 29, 2002, the second phase of Jinan Ring Expressway was completed and opened to traffic, and the whole line of Jinan Ring Expressway was opened to traffic[5][18]。
On August 16, 2022, Xishanzhai Tunnel, one of the important control projects of the West Ring Section of the Second Ring Road of Jinan Ring Expressway (Jinan Daxi Ring Road Project), will be connected by two lines.[22]On November 11, the Yellow River Bridge of the Second Ring Road West Ring Section Project of Jinan Ring Expressway (referred to as "Jinan Daxi Ring Project" for short) invested and constructed by Shandong Expressway Group successfully completed the closure of the main bridge steel box girder. The main works of the bridge took 17 months to complete, laying a solid foundation for the completion and opening of some sections of the Daxi Ring Project ahead of the end of the year.[24]At 13:35 on November 23, one of the important control projects of the West Ring Section Project of the Second Ring Road of Jinan Ring Expressway (referred to as "Jinan Daxi Ring Project" for short): the turning bridge across the Beijing Shanghai Railway "turns gracefully" clockwise in the air, and connects with the approach bridges on both sides of the Beijing Shanghai Railway, successfully completing the turning task.[25]On December 30, Qihe Changqing section of the second ring road of Jinan Ring Expressway was opened to traffic.[30]
On May 12, 2023, Jinan Municipal Ecological Environment Bureau made an approval decision on the environmental impact assessment document of the reconstruction and expansion project of the section from Ganggou Flyover to Yinjialin Hub of Jinan Ring Expressway.According to the plan, the reconstruction and expansion route of Jinan South Ring Expressway is 34 kilometers long and will be widened to two-way eight lane.[26]On June 26, the launching construction of the steel truss box girder in the east of the main span of the Xiaoqinghe Bridge, the control project of the reconstruction and expansion project of the east line of Jinan Ring Expressway from Xiaoxujia Hub to Yaoqiang Airport, invested and constructed by Shandong Expressway Group, marked the completion of the node project with the most complex construction technology and the most difficult construction in the east half of the whole project,This will lay a solid foundation for the completion of the eastern half of the road by the end of the year.[27]On July 11, the whole Liangzhuang Liuqiao section of the West Ring Section of the Second Ring Road of Jinan Ring Expressway, invested and constructed by Shandong Expressway Group, was officially opened to traffic. This section connects with the Liuqiao Zhangxia section, which will be completed at the end of December 2022. So far, the whole line of Jinan Great West Ring Project has been completed and opened to traffic, which is also the first expressway project completed and opened to traffic in Shandong in 2023.[28-29][31]On October 12, the main bridge of the Yellow River Bridge of Jinan Great North Ring Project was successfully closed.[32]On November 30, the reconstruction and expansion project of Ganggou Flyover Yinjialin Junction Section of Jinan Ring Expressway officially commenced.[33]In December, the first main cable strand of the Yellow River Bridge of Jinan Great North Ring Project was successfully erected。[34]
In January 2024, part of the 106 meter long main bridge of the east line of Jinan Ring Expressway crossing Jingshi Road has been demolished.[35]On May 5, the reconstruction and expansion project of the Xiaoxujia Ganggou section of Jinan Ring Expressway was under construction. After the removal of part of the main bridge body on the east side of Xingcun overpass, the reconstruction and expansion of the new bridge was successfully completed.[37]

Jinan Toll Station (North Ring Line)
From September 1, 2016 to January 1, 2020, passenger cars with LuA, LuO and LuW license plates and electronic tags for non-stop toll collection (using the Lutong card) will be free of toll in the section (10.5km) from the starting point of Jinan Guangzhou Expressway to the north ring road of Jinan Ring Expressway (sharing the line with Jinan Guangzhou Expressway) Jinan Toll Station Jinan North Toll Station Overpass Toll Station[10][15]。On January 1, 2020, according to the Notice on Overall Cleaning up and Standardizing Local Vehicle Toll Reduction and Exemption Policies jointly issued by the Ministry of Transport of the People's Republic of China, the National Development and Reform Commission and the Ministry of Finance, the free policy for the northern line will be cancelled and new preferential policies will be implemented, taking the passage of nine and smaller minibuses as an example: vehicles driving in and passing by this section,The fare from Jinan to Jinan North is reduced from the original 5 yuan/train to about 0.91 yuan/train;The toll price from Jinan North to the overpass is reduced from the original 5 yuan/train number to about 3.43 yuan/train number, and on this basis, a preferential policy of 95% off toll is implemented for ETC users[8]。

According to the First Information Publicity on Social Stability Risk Analysis of the Reconstruction and Expansion Project of the Xiaoxujia Ganggou Section of Jinan Ring Expressway issued by Jinan Urban and Rural Transport Bureau in January 2021, the east ring of Jinan Ring Expressway is planned to be reconstructed and expanded. The reconstruction and expansion end starts from the Xiaoxujia hub where the Jinan Ring Expressway intersects with the Jiguang Expressway, and goes south through the Jinan Qingdao high-speed railwayGuodian Interchange is set to connect Gongye North Road, cross Feiyue Avenue, Jinan Rail Transit Line 2, Century Avenue, Jinan East Interchange to connect Jingshi East Road, continue to cross the tourist road southward, and end at Ganggou Interchange where Jinan Ring Expressway and Beijing Shanghai Expressway cross.The project is located in Licheng District andJinan High tech Industrial Development ZoneDomestic[16]。
