Wu Shulian, born on July 27, 1953, originally from Laizhou, ShandongChina Academy of Management SciencesLeader of the research group of China University Evaluation[8]，primarySecretary General of China Academy of Management Sciences[7]。Since 1991, the research on China University Evaluation has been carried out. It is the scholar who has been evaluating universities for the longest time and published the most papers and works on university evaluation in China.[4][97][I]
When the research group of China University Evaluation was founded in 1991, the evaluation of domestic universities was just starting. The number of papers was the main part of the private ranking. The research direction of the official ranking was not clear, and there was no unified standard and fixed method abroad. Scholars in the United States, Britain, Germany, Japan and other countries all took the establishment of university rankings in line with their own actual academic direction.In this case, Wu Shulian, based on the actual situation of China's higher education, proposed the academic goal of establishing an independent evaluation system for Chinese universities, as well as the research direction of target evaluation, comprehensive evaluation and quantitative evaluation.
Wu Shulian published the Evaluation of Chinese Universities - 1991 Research and Development in 1993, which is the first comprehensive evaluation of Chinese university research and development in China, including science, engineering, agriculture, medicine, philosophy, humanities, and social science activities.
In July 1997, Wu Shulian published the Evaluation of Research and Development Achievements of Chinese Universities in Science of Science and Management of Science and Technology.According to the index weight determined by 1927 experts in China, this paper puts forward the scientific hypothesis that researchers from different types of universities have the same innovation ability on average, which effectively solves the problem of comparison between different types of universities that have puzzled domestic higher education evaluation scholars for a long time, and achieves a breakthrough in the ranking quality of Chinese universities;Later, in April 1998, he published the Evaluation of Chinese Universities - 1996 Research and Development;In September 1999, he published the Evaluation of Chinese Universities - 1997 Research and Development.
In July 2000, Wu Shulian published the first comprehensive ranking of universities in China that summarized the basic functions of Chinese universities - Evaluation of Chinese Universities - 1998 and Evaluation of Graduate Schools of Chinese Universities."China University Evaluation - 1998" ended the 13 year wandering and exploration of China's higher education evaluation circle on university ranking in this century, and created a Chinese university evaluation system with "contribution to society as the measurement standard".In June 2001, Wu Shulian published 2001 China University Evaluation and 2001 China University Graduate School Evaluation in the Chinese Higher Education Evaluation and Science and Technology Management magazines.
In March 2002, the new "2002 China University Evaluation" was published.Aiming at the new pattern formed after the merger and reorganization of Chinese universities in 2000, the 2002 Evaluation of Chinese Universities replaced the scientific hypothesis of "researchers from different types of universities have the same innovation ability on average" with the scientific hypothesis of "researchers from different disciplines have the same innovation ability on average".The evaluation scope covers 11 disciplines, 71 undergraduate disciplines, all 258 undergraduate majors, 80 graduate first level disciplines, and all 361 graduate second level disciplines.[4][5]
The 2017 ranking list of Wushulian Chinese independent colleges continues to use the evaluation system of undergraduate universities. The difference is that, according to the national positioning of independent colleges, and considering that independent colleges mainly cultivate application-oriented talents, the proportion of 2017 independent colleges in evaluating talent training is high, and the proportion of scientific research is low.[6]

Wushulian University Ranking wrote the name of China University of Mining and Technology as China University of Mining and Technology (East China), which was criticized by students for its arbitrary ranking.[9]
The ranking list of Wushulian University has caused many disputes due to unreasonable business operation and index system design.[1-2]
