Liang Fuxing is warm, pure, prudent, studious, and proficient in poetry. In the sixth year of Song Qingli's reign (1046), he became a Jinshi and was granted the title of Lianzhou Chief Justice (chief litigation officer). He was recognized by officials of the Ministry of Officials and promoted to the order of Guiyang (Chenzhou, Hunan) for impartially judging cases. All of them implemented the policy of benefiting the people. They suppressed the craftiness, severely punished the profiteers, leveled taxes, postponed military service, arrested bandits, set up schools, advocated land reclamation, and promoted farming techniques. The farmers and businessmen in both places were developed, and the people were deeply benefited. Soon, he was promoted to the post of Minister Wai Lang of the Ministry of Bibu, and then to the post of military general judge in Ezhou (today's Wuchang area). In the first year of Emperor Xizong of the Song Dynasty (1068), Liang Qi returned to his hometown. At that time, Xiangshan was rich in fishing and salt, and also had the benefit of silver mining. Liang Qi joined forces with Xu Jiu'en, the Guangdong Yun Judge (the chief of the levy, transportation and grain tax), in the fifth year of Song Yuanfeng (1082), to request the court to establish Xiangshan as a county.
