On July 22, 1964, the Standing Committee of the Second National People's Congress approved the establishment of the China Tourism Administration, the predecessor of the National Tourism Administration. [3]
On August 23, 1982, the institutions directly under the State Council were reformed, and the China Tourism Administration was renamed the National Tourism Administration of the People's Republic of China. [3]
In 1985, the State Council requested the National Tourism Administration, as a functional department of the State Council, to face the whole industry and take charge of the national tourism industry. At the same time, it required the separation of responsibilities between government and enterprises. [3]
In 1998, enterprises directly under the National Tourism Administration were decoupled from the National Tourism Administration [3]

According to the Notice of the General Office of the State Council on Printing and Distributing the Provisions on the Internal Organizations and Staffing of the National Tourism Administration (GBF [1998] No. 37), the main responsibilities of the National Tourism Administration of the People's Republic of China are:
(1) To study and draw up guidelines, policies and rules for the development of tourism, formulate administrative regulations and rules for the management of tourism, and supervise their implementation.
(2) To study and formulate the development strategy of the international tourism market, organize the external publicity and major promotional activities of the overall national tourism image, organize and guide the development of important tourism products, and guide the market development work of tourism offices stationed abroad.
(3) Cultivate and improve the domestic tourism market, study and draft strategic measures for the development of domestic tourism and guide the implementation; To guide local tourism work.
(4) Organize the general survey of tourism resources, guide the planning, development and construction of key tourism areas, and organize and guide tourism statistics.
(5) Draw up and organize the implementation of facility standards and service standards for various scenic spots, resorts, tourist accommodation, travel agencies, tourist vehicles and ships, and special tourism projects; To examine and approve travel agencies engaged in international tourism business; Organize and guide the designated work of tourist facilities.
(6) To study and formulate policies for overseas tourism, tourism to Hong Kong Special Administrative Region, Macao, Taiwan and border tourism, and organize their implementation; To examine and approve foreign tourism institutions established in China, Hong Kong Special Administrative Region, Macao and Taiwan in the mainland; To be responsible for tourism related foreign affairs and affairs related to Hong Kong Special Administrative Region, Macao and Taiwan, to sign international tourism agreements on behalf of the country, and to guide foreign tourism exchanges and cooperation.
(7) Supervise and inspect the order and service quality of the tourism market, accept complaints from tourists, and safeguard the legitimate rights and interests of tourists.
(8) To guide tourism education and training, formulate and guide the implementation of the professional qualification system and grade system for tourism practitioners, and manage the business work of colleges and universities affiliated to the Bureau.

According to the Notice of the General Office of the State Council on Printing and Distributing the Provisions on the Internal Organizations and Staffing of the National Tourism Administration (GBF [1998] No. 37), the National Tourism Administration of the People's Republic of China has six functional departments (offices and bureaus):
(1) ) Office: assist the bureau leaders in handling daily work, and be responsible for internal and external liaison, coordination, meeting organization, message processing, government information, letters and visits, confidentiality and security, and organ logistics.
