The Ministry of Industry and Information Technology of the People's Republic of China (hereinafter referred to as the Ministry of Industry and Information Technology, MIIT) is a constituent department of the State Council established according to the institutional reform plan of the State Council announced on March 11, 2008. China is at an important stage of accelerated industrialization. It is an important task for the current and future period to take a new road to industrialization, promote the integration of informatization and industrialization, promote the combination of high-tech and traditional industrial transformation, and promote the industry from big to strong. The Ministry of Industry and Information Technology was set up to accelerate the pace of taking a new road to industrialization. Previously, the National Development and Reform Commission, the National Commission of Science, Technology and Industry for National Defense, and the Information Industry Department were respectively responsible for the management of the industry. The decentralized management was not conducive to the coordinated development of industry. In order to strengthen overall planning and coordination, it is necessary to integrate relevant responsibilities and establish the Ministry of Industry and Information Technology. The responsibilities of the National Development and Reform Commission related to industrial industry management, the responsibilities of the Commission of Science, Technology and Industry for National Defense other than nuclear power management, and the responsibilities of the Ministry of Information Industry and the Information Work Office of the State Council will be integrated into the Ministry.
At 10:00 on June 29, 2008, the plaque of the Ministry of Information Industry after 10 years was quietly removed and replaced with the Ministry of Industry and Information Technology at the two offices of West Chang'an Street and Wanshou Road in Beijing, where the former Ministry of Information Industry was located. The Ministry of Industry and Information Technology has approved the "Three Determinations" plan, including functions, institutions and staffing. The number of departments and bureaus is set at 24. The Ministry of Industry and Information Technology has 24 departments and bureaus. Among them, there are 10 comprehensive departments and bureaus, 5 specialized departments and bureaus focusing on industrial management, 1 department and bureau performing functions related to national defense industrial management, namely, the Department of Civil Military Integration Promotion, and 8 departments and bureaus of information industry management and informatization promotion. In terms of staffing, according to the "Three Determinations" plan, the functional departments of the Ministry of Industry and Information Technology have 599 staff members, including most of the original staff of the Ministry of Information Industry. The National Development and Reform Commission and the National Bureau of Science, Technology and Industry for National Defense each have more than 100 people. Personnel in place will be basically completed by the end of July 2008. With retired staff, the total administrative staff of the Ministry of Industry and Information Technology is 731.
In March 2018, according to the《 Plan for Deepening the Reform of Party and State Institutions 》, the National Computer Network and Information Security Management Center was adjusted from the Ministry of Industry and Information Technology to the Office of the Central Network Security and Information Technology Commission [1]
