In November 2001, with theHangzhou Bay Bridge Cixi Economic Development Zone moved into Hangzhou Bay New Area and officially started regional development and construction.
In June 2005, the State Council approved the establishment of Zhejiang Cixi Export Processing Zone in Cixi Economic Development Zone. In September of the same year, Ningbo City approved the establishment of Zhejiang Cixi Export Processing Zone (Economic Development Zone) Management Committee as the agency of Ningbo Municipal Government.In November 2006, the customs was officially closed for operation, with a planned area of 2 square kilometers, and the first phase with an area of 0.7 square kilometers has been closed for acceptance.

On February 18, 2014, the State Council officially approved the upgrading of Cixi Economic Development Zone toNational Economic and Technological Development Zone, named Cixi Economic and Technological Development Zone, implements the current national economic and technological development zone policy.[111]
In April 2015, with the approval of the State Council, Cixi Economic and Technological Development Zone was renamed Ningbo Hangzhou Bay Economic and Technological Development Zone.[14]

Shanghai Ningbo cross sea traffic channel, the planned route starts from the Hangzhou Bay cross sea bridge connecting Ningbo Cixi to the sea in the south, goes north, crosses the mouth of Hangzhou Bay (passing through Ningbo, Jiaxing and Shanghai waters), lands at Jinshan, Shanghai, and is proposed to connect with Shenyang Haikou Expressway. The total length of the route is about 66 kilometers, including about 54 kilometers at sea.It is reported that the difference between this bridge and the Hangzhou Bay Sea Crossing Bridge is that this bridge will consider the joint construction of an intercity railway to better utilize channel resources and develop comprehensive transportation.[62]
The Shanghai Ningbo cross sea railway starts from Ningposi (recently introduced to Ningbo Station) and ends at Shanghai Hongqiao. There are two plans in total: one is the Jiaxing rail connection plan, with a total length of 125 kilometers (including 18 kilometers across the sea). The whole journey takes about 51 minutes, and the investment is estimated to be 19.938 billion yuan.The second is the Jinshan rail connection plan, with a total length of 100 kilometers (54 kilometers across the sea), about 52 minutes of operation, and an estimated investment of 29.835 billion yuan for the railway[63]。
By 2020, Ningbo will focus on building an intercity railway metropolis circle, from Ningbo to Yuci, from Ningbo to Cixi, Hangzhou Bay New Area, and from Ningbo to Fenghua. The estimated total investment is about 33.5 billion yuan. Two intercity lines, Ninghai and Xiangshan, are planned to be built in the medium and long term.[64]
Ningbo Yuci Intercity Railway (Phase I) and Ningbo Fenghua Intercity Railway will be put into operation during the "13th Five Year Plan" period, and Ningbo Cixi Intercity Railway will strive to start construction during the "13th Five Year Plan" period.In the future, Ningbo citizens can go to these counties and urban areas directly by intercity railway or by rail transit.[64]

Hangzhou Bay Haipi Island is the first large-scale tourism project in Hangzhou Bay New Area. In December 2017, it was awarded the title of National AAAA Tourist Attraction. The scenic area includes four major parts, namely, two major theme parks on land and water - Haipi Island Happy World and Water World, Hangzhou Bay Seabed Hot Spring, and Hangzhou Bay Seabed Hot Spring Hotel[92]
Haitian Yizhou Scenic Spot is located in the center of Hangzhou Bay Sea Crossing Bridge, which is closely connected with the bridge through four ramp bridges.The total area of the scenic spot is 41700 square meters, accounting for 12000 square meters of sea area. It is a comprehensive tourist place to provide services such as sightseeing, humanities and technology, catering and accommodation, shopping and leisure, banquet and conference[93]。
Ningbo Hangzhou Bay Wetland is located on the west side of Hangzhou Bay Sea Crossing Bridge, with a total area of 63.8 square kilometers. It is a key ecological protection zone in Ningbo Hangzhou Bay New Area.Hangzhou Bay Wetland is a typical coastal wetland ecosystem. It is an important station in the migration routes of Siberian and Australian East Asian migratory birds. It is one of the important wintering places and migration stops of the world's endangered species Black billed Gull and Black faced Spoonbill. It is also one of the areas with the most abundant winter waterbirds on the coast of the eastern mainland of China. There are 220 species of wetland birds.In December 2011, Hangzhou Bay Wetland Park was established as a national wetland park[94]。
The construction of Hangzhou Bay Sea Crossing Bridge was commenced at the end of 2003, and was put into trial operation on May 1, 2008.Hangzhou Bay Sea Crossing Bridge starts from Zhengjiadai, Haiyan, Jiaxing City in the north and ends at Cixi Waterway Bay, Ningbo City, with a total length of 36 kilometers.The bridge has a two-way six lane road, a design speed of 100 km/h, a design service life of 100 years, and a total investment of 11.8 billion yuan.Hangzhou Bay Sea Crossing Bridge is a fast track between Shanghai, southern Jiangsu and the north gate of Ningbo[95]
