On June 26, 2015, the Academic Degrees Committee of the State Council and the Ministry of Education issued the Measures for the Administration of Academic Degrees Certificates and Academic Degrees Awarding Information with Academic Degrees [2015] No. 18.The Measures are divided into 5 chapters and 20 articles, including the general provisions, the preparation and issuance of degree certificates, the submission, management and supervision of degree awarding information, and the supplementary provisions, and shall be implemented as of January 1, 2016.If the relevant provisions are inconsistent with these Measures, these Measures shall prevail.[1]

In accordance with the resolution of the 31st Meeting of the Academic Degrees Committee of the State Council on adjusting the method of producing and issuing academic degree certificates and the administrative measures, in order to better meet the needs of academic degree work and the comprehensive reform of higher education, and improve the quality of academic degree awarding, the Administrative Measures for Academic Degree Certificates and Academic Degree awarding Information is hereby formulated and printed to you for compliance.

Measures for the Management of Degree Certificates and Degree Awarding Information

Article 1: Normscertificate of academic degreeThese Measures are formulated in accordance with the Higher Education Law of the People's Republic of China, the Regulations of the People's Republic of China on Academic Degrees and their interim implementation measures to strengthen the management of degree awarding information.
Article 2 A degree certificate is a proof that the degree holder has reached the corresponding academic level, which is produced and issued to the degree holder by the institutions of higher learning and scientific research institutions conferring the degree ("degree conferring units" for short).The degree certificates referred to in these Measures are doctor's degree certificates, master's degree certificates and bachelor's degree certificates.
Article 3 The degree awarding information is the information related to the degree application of the degree holder and the main information of the degree certificate, includingdoctorate、master's degreeandbaccalaureateGrant information.
Chapter II Preparation and Issuance of Academic Degrees
Article 4 Academic degree certificates shall be designed and printed independently by degree conferring units.
Article 5 The degree certificate shall include the following contents:
（1） Name, gender, date of birth of the degree recipient (consistent with the information on his/her ID card), recent bareheaded front color photo (stamped with the steel seal of the degree awarding unit on the perforation).
（2） The name of the discipline and specialty for the degree (the name shall comply with the provisions of the national discipline catalog and relevant settings).
（3） Discipline category or professional degree category of the degree awarded (fill in the full name of the national legal category or professional degree category).
（4） The name of the degree awarding unit and the signature of the head of the university (college, institute).
（5） Certificate No.The numbering method of 16 Arabic numerals shall be adopted uniformly.The first five digits of the 16 digit number are the code of the degree awarding unit;The sixth is the degree awarding level, 2 for doctors, 3 for masters and 4 for bachelors;The seventh to tenth place is the year when the degree was awarded (if the degree was awarded in 2016, fill in 2016);The last six digits are the numbers arranged by each degree awarding unit.
（6） Date of certificate issuance (fill in the date when the degree evaluation committee of the degree awarding unit approves the degree awarding).
Article 6 The degree conferring unit shall announce the revocation of the degree and declare the degree certificate invalid.
Article 7 If the degree certificate is lost or damaged, the degree awarding unit can issue the corresponding "degree certificate" after the application is made by the person and verified by the degree awarding unit.The degree certificate shall indicate the number of the original degree certificate, etc.The degree certificate has the same effect as the degree certificate.
Chapter III Submission of Degree Awarding Information
Article 8 Degree awarding information mainly includes: personal basic information, academic information, postgraduate thesis information, etc.The content of information submission shall be formulated by the Office of the Academic Degrees Committee of the State Council.
Article 9 Degree awarding units shall, in accordance with the data structure and relevant requirements of degree awarding information formulated by the Office of the Academic Degrees Committee of the State Council, and in combination with their own actual conditions, determine the scope of information collection, collect information on degree awarding and submit it to the competent academic degree departments at the provincial level.
Article 10 The provincial authorities in charge of academic degrees shall collect, examine, count and publish information on degree conferring units in their respective regions and submit it to the Office of the Academic Degrees Committee of the State Council.
Article 11 The Office of the Academic Degrees Committee of the State Council shall collect the information on degree conferring in various provinces (autonomous regions, municipalities directly under the Central Government) and the military system, and carry out statistics and dissemination of the information on degree conferring.
Article 12 After making a decision to revoke an academic degree, a degree conferring unit shall promptly submit the relevant information to the administrative department for academic degrees at the provincial level and the Office of the Academic Degrees Committee of the State Council.
Article 13 The degree conferring unit shall apply for the degree conferring information that really needs to be changed, which shall be submitted by the provincial administrative department for academic degrees after being reviewed and confirmed by the provincial administrative department for academic degreesOffice of Academic Degrees Committee of the State CouncilMake changes.
Chapter IV Management and Supervision
Article 14 Degree conferring units shall be responsible for:
（1） Design, produce and issue degree certificates;
（2） Collect, sort out, verify and submit the degree awarding information of the unit to ensure the information quality;
（3） Timely submit the style of the degree certificate and its changes, the degree awarding decision and the list approved by the Degree Evaluation Committee to the provincial degree authorities for reference.
Article 15 The provincial authorities in charge of academic degrees shall be responsible for:
（1） Supervise and manage the degree certificates and degree awarding information in the region, and investigate and deal with violations;
（2） Organize the collection, review and submission of degree awarding information in the region.
（3） Review and confirm the change of degree awarding information in this region.
Article 16 The Office of the Academic Degrees Committee of the State Council shall be responsible for:
（1） Standardize the management of degree certificates and degree awarding information, formulate relevant management measures and work requirements, and guide the investigation and punishment of violations;
（2） Organize the submission of degree awarding information;
（3） Operation management of degree awarding information system;
（4） Supervision of online inquiry of degree certificate information.
Chapter V Supplementary Provisions
Article 17 In accordance with relevant regulations, the degree certificates printed by degree conferring units shall not be usednational emblemPattern.
Article 18 The degree conferring unit shall decide whether or not to make a foreign language copy of the degree certificate.
Article 19the Chinese People's Liberation ArmyThe Military Academic Degrees Committee shall formulate specific regulations on the management of academic degree certificates and degree awarding information of the system with reference to these Measures.
Article 20 The Measures shall come into force as of January 1, 2016.If the relevant provisions are inconsistent with these Measures, these Measures shall prevail.[1]
