On June 20, 2013, the Ministry of Transport of the People's Republic of China issued the National Highway Network Planning (2013-2030), which is also called the "71118 Project". On the basis of the "7918 Project", several connecting lines were added, including Tianjin Shijiazhuang Expressway (referred to as "Tianjin Shijiazhuang Expressway"), numbered "National Expressway G0211"[3]。

On August 6, 2015, Shijiazhuang Transportation Bureau released the Second Publicity of EIA Information Announcement on its website;On October 28, the Public Bidding Announcement of Government and Social Capital Cooperation (ppp) Project for Xifu, Pingzang, Shiheng and Tianjin Shijiazhuang Freeways was issued;On November 26, the Bidding Announcement for Engineering Survey and Design of Tianjin Hebei Boundary Baoshi Boundary Section of Tianjin Shijiazhuang Expressway was issued;On December 21, the Publicity of Successful Candidates for Engineering Survey and Design Bidding for Tianjin Hebei Section of Tianjin Shijiazhuang Expressway to Baoshi Section was released.
According to the news on August 24, 2017, the construction of Tianjin Shijiazhuang Expressway started in August[17]；On September 7, the former General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (incorporated into the Market Supervision and Administration Department) issued the Rules for Highway Route Identification and National Highway Number (GB/T 917-2017, replacing GB/T 917-2009), and the number of Tianjin Shijiazhuang Expressway remains unchanged[1]。

Construction history
On November 19, 2003, the Tianjin Jinghai section was open to traffic.[19]
On November 29, 2006, the middle section of Jinghai was opened to traffic.[20]
At 11:08 on December 22, 2020, Jinghai Shijiazhuang Section of Tianjin Shijiazhuang Expressway was officially opened to traffic[2]。
On July 15, 2021, the construction of Shenze Connecting Line of Shijiazhuang Section of Tianjin Shijiazhuang Expressway will start[16]；At 10:58 a.m. on September 28, Wuji and Shenze toll stations in Shijiazhuang section of Tianjin Shijiazhuang Expressway were officially opened.[5]On December 10, the main line of Tianjin East Section of Tianjin Shijiazhuang Expressway was successfully completed, and the annual goals and tasks were completed 20 days ahead of schedule[6]；On December 25, the Shenze connecting line of Shijiazhuang section of Tianjin Shijiazhuang Expressway passed the handover and acceptance[9]；At 8:30 a.m. on December 26, the Shenze connection line of Shijiazhuang section of Tianjin Shijiazhuang Expressway was officially completed and opened to traffic[7-8]；On December 31, the handover and acceptance of the main line of Tianjin East Section of Tianjin Shijiazhuang Expressway was successfully completed.[10]
On January 28, 2022, Tianjin Shijiazhuang Expressway East Section will be officiallyOpen to traffic[11]；All construction tasks are scheduled to be completed on December 16[14]；On December 30, the airport connection line was opened to traffic[15]。

The construction mileage of the main line is 169.807 km, and the main line (including the main interchange bridge and the main line overpass separation overpass) has a total length of 26429.5 m/79 super large and medium-sized bridges, accounting for 15.56% of the total length of the line.Among them, there are 8 super large bridges 11918m long, 42 major bridges 12787m long, 24 medium bridges 1599m long, 5 small bridges 125.5m long and 347 culverts;16 interchanges, 27 separated interchanges, 278 channels and 32 overpasses;There are 1 main line toll station, 12 ramp toll stations, 4 service areas, 1 parking area and 4 maintenance work areas.The main line adopts the standard of two-way six lane expressway, the design speed is 120 km/h, and the road width is 33.5 meters[4]。
Haibin Avenue to Changshen Expressway,
It consists of the main line of the project and Rongwu connecting line.
(1) The main line starts from the Nangang Industrial Zone in Binhai New Area, connects the existing Haibin Avenue and Gangbei Road in Nangang Industrial Zone, passes through the south and Dongtaizi of Dagang Power Plant, and ends near Xiaozhangzhuang, Xiqing District, connecting the existing Tianjin Shijiazhuang Expressway and Changshen Expressway.
(2) The connection line of Rongwu Expressway is about 5.2km long.
The main line and connecting line are constructed in accordance with the standard of two-way four lane expressway, with a design speed of 100km/h and a subgrade width of 27.5m.
The main line is set with four interchanges, namely Nangang Industrial Zone, Dagang Oilfield, Dongtaizi and Xiaozhangzhuang.The connection line of Rongwu Expressway is provided with one Xiaobo interchange.
The estimated total investment of the project is about 7.62 billion yuan[13]。
